Promoting the transfer of surplus rural labor is not only a significant method to solve the problems of agriculture,village and peasants,but also an inevitable requirement for an agricultural country to realize industrialization and modernization.China is a large agricultural country,the agricultural population is major,there is a great disparity in economic development between urban and rural areas.Although China’s urbanization has been developing rapidly in recent years,the low level of urbanization,the proportion of secondary and tertiary industries in the national economy is still far behind that of developed countries.Based on this situation,in order to realize the effective allocation of rural labor resources,the non-agricultural transfer of surplus rural labor force has become an indispensable step.As an georgic city in Anhui province,Bozhou has witnessed continuous urbanization and industrial structure optimization and upgrading in recent years.On the one hand,a large number of rural labor force isin urgent need of transfer;On the other hand,society is increasingly in need of "skilled" talents.However,the cultural quality is not high,there is no a skilled labor force is difficult to effectively and steadily transfer to the secondary and tertiary industries.Rural labor transfer training is very important to promote the effective transfer of labor force,improve the level of farmers’ own vocational skills and realize stable employment.Taking Bozhou city as the research object,by means of field research,a total of 300 questionnaires,278 valid questionnaires taken back,through the statistical analysis of the questionnaire,to learn more about Bozhou city the transfer of rural labor force training present situation,through the status quo to see in the process of training of migrant workers themselves,the government,as well as the problems existing in the training institutions,such as the restriction of traditional concept,migrant workers are poorly educated,the training content and model simplification,lacking of good teachers,lacking of investment of funds,the manager is not properly configured,the training information lag,etc.Therefore,by learning from other countries and provinces,this paper puts forward some countermeasures suitable for rural labor transfer training in Bozhou city.For example,the rural labor force should break the traditional concept and attach importance to vocational education.The training institution shall improve the training content,strengthen the hardware facilities and equipment,and expand and strengthen the teaching staff.Government departments should increase funds and ensure that special funds are used exclusively and accelerate theconstruction of training information service platform,striving for promoting the smooth and effective transfer of rural labor force in Bozhou city and providing lasting power for urbanization development of Bozhou city.
