As an important part of compulsory education and higher education,ordinary high school education plays an indispensable role in the development of the education system.It is also fully recognized by the countries for the important role played by ordinary high schools.The high school stage jointly issued by the four ministries The goal of the Education Popularization Program(2017-2020)is to popularize high school education by 2020.Looking at the current research on the efficiency of scholars at home and abroad,most of them focus on compulsory education and higher education.There is less research on the middle part of ordinary high school education.Before the popularization of high school education in 2020,it is necessary to study the financial supply efficiency of high school education in 31 provinces and cities nationwide,and to provide inefficiency in supply based on a comprehensive understanding of the supply efficiency of each region.The region proposes rectification and reform,and thus better implements the national education policy.This is the original intention of this paper.This paper analyzes the current situation of ordinary high school education and the current situation of financial supply of ordinary high school education.It finds that the absolute scale and relative scale of the financial supply of ordinary high school education in China are few and there is a problem of regional investment imbalance.On the basis of clarifying the financial supply efficiency of ordinary high school education and ordinary high school education,the theoretical support of this paper is analyzed,which mainly involves two theories,namely quasi-public product theory and principal-agent theory.Next,using the DEA model and the Malmquist total factor productivity model,based on the relevant data from 2012 to 2016,an empirical analysis of the financial supply efficiency of ordinary high school education in 31 provinces and cities across the country was conducted.It was found that the financial supply in most regions of China was not effective in DEA,but The reasons for the low efficiency of the East,Central and West are different.The low efficiency of pure technology is the main reason for the low supply efficiency in the eastern region.In the impact on the financial supply efficiency of the central region,the pure technical efficiency and the scale efficiency have the same degree of influence.The main reason for the inefficiency is that the scale efficiency is not high.Finally,it puts forward policy recommendations for improving the financial supply efficiency of our ordinary high school education,mainly including increasing financial input and macro-control,improving the asset management mechanism of the colleges and universities,establishing a mechanism for comparing the efficiency of inter-provincial education,and strengthening the management of masters to enhance the efficiency of education supply.The provinces have formulated policies to improve supply efficiency in accordance with local conditions.
