Sports venues are important material foundations and conditions for urban and rural residents to participate in sports activities,enjoy sports culture,and enhance physical health.They are the material guarantee and carrier for promoting the construction of a sports power.While my country’s sports venues have achieved good development,there are still inadequate and unbalanced problems,which affect the overall level of public sports service construction.Therefore,under the realistic background of increasing demand for fitness,increasing investment in sports venues,and continuous shortage of construction land,analyze the supply status of sports venues,measure the supply efficiency of sports venues,analyze the difference in supply efficiency of sports venues,and clarify the optimization ideas and optimization of sports venues.Focusing on improving the direction and promoting the realization of high-quality supply of sports venues is an important way to effectively solve the above problems.This study is based on the cross-sectional data of the 2018 Shandong Province sports venue survey,using a three-stage Super-SBM model to measure the supply efficiency of Shandong Province sports venues,using SPSS software and ArcGIS geographic analysis tools to analyze the differences in the efficiency of sports venues in various cities in Shandong Province,and propose optimization strategy.The specific research content is as follows.(1)The first stage model has deviations in the measurement of the comprehensive technical efficiency,pure technical efficiency and scale efficiency of the sports venues in Shandong Province.The largest change in the average value is the pure technical efficiency,followed by the comprehensive technical efficiency,and finally the scale efficiency.(2)After the second-stage stochastic frontier analysis,it is found that the gross regional product and the per capita disposable income of the environmental variables have a significant impact on the input-output slack,and the geographical area factor has a significant impact on the site area in the output variable.(3)After excluding the effects of environmental factors and random errors,the comprehensive efficiency level of sports venues in Shandong Province is relatively low,the pure technical efficiency is generally high,and the scale efficiency level is generally low.Comparing pure technical efficiency and scale efficiency,it can be seen that the low comprehensive technical efficiency is mainly restricted by the low level of scale efficiency.(4)Taking the average value of pure technical efficiency and scale efficiency as the dividing point of the horizontal axis and vertical axis respectively,the 17 cities in Shandong Province are divided into 4 types using four quadrants,namely,high-high type,low-high type(pure technical efficiency is low)And the scale efficiency is high),the high-low type(the pure technical efficiency is high but the scale efficiency is low)and the low-low type.There are only Rizhao City for high-high type cities,8 low-high type cities including Zibo,Dongying,and Tai’an,low-low type cities including 6 cities including Linyi,Weifang and Jinan,high-low type cities have Two cities of Weihai and Laiwu.It shows that there is great room for improvement in the supply efficiency of sports venues in various cities in Shandong Province.(5)The overall technical efficiency of sports venues supplied by cities in Shandong Province is unevenly distributed.There are more high-value cities in the central and eastern regions than in the western regions.The overall level of pure technical efficiency is relatively high and the distribution is more balanced.The distribution of scale efficiency differs significantly between the east and the west,and the scale efficiency of input and output of sports venues in the west is much higher than that in the east.Accordingly,based on the supply efficiency level of sports venues in Shandong Province and the differences between cities and regions,it is recommended to optimize the basic categories such as institutional guarantees and performance evaluation of sports venues input and output.Build a big data platform for sports public service resources around the main line of"capital investment-performance output-public sense of gain".According to the quadrant distribution of pure technical efficiency and scale efficiency,strengthen technological innovation and system reform,eliminate outdated resource allocation methods,increase government spending on sports venues,and accurately support weak links.
