Research On The Countermeasures For The Construction Of Professional And Technical Talents In L City

With the rapid development of global economic integration and the further improvement of science and technology,the knowledge economy age based on talents has arrived.The most important part of talent resources is professional talent team.The scale and quality of the professional talent team plays a crucial role to the economic development level and social development speed of a nation and region.It is of great importance to cultivate an excellent professional talent team for speeding up the improvement of science and technology,the promotion of independent innovation and the transition of economic development pattern.This paper takes the professional talent team construction of city L as the research object,follows the logic of present the problem,analysis the problem and solve the problem,proceeds from the background of team construction and studis plenty of literature so as to identify the concept and range of professional talent and team construction based on sufficient research and demonstration.Supported by the human capital theory,two factory theory and hierarchy of needs theory,this paper applies questionnaires data and relevant policies to summarize the real development situation of professional talent team construction in city L,stating that in city L there still exist problems such as the shortage of total amount of professional talents,imbalance of inner structure,lack of relevant laws and regulations,insufficient management,lack of culture environment support,etc.Furthermore,this paper analyzes the underlying reasons of the problems and provide scientific and practical strategies for city L to construct a professional talent team with abundant talent resource,reasonable structure and independent innovation ability in five aspects: the innovation of cultivation concept,increase the total amount of professional team and the enhancement of the overall planning,the improvement of team construction regulations,theenhancement of professional talent team construction management and the creation of a culture environment that lays a good foundation for the modern talent system and policy research,providing the construction of a human resource power with experiences support.This paper aims to explore the presentation and analysis of professional talent team construction strategies,hoping to enrich the research theory foundation of the field and provide referential experiences for the future professional talent team constructions in similar regions.
