The Russian Far East is located in the northeast of Asia.It is vast and sparsely populated,but it is rich in resources and rich in products.In the mid-17 th century,Tsarist Russia 's expansion into Siberia and the Far East had reached the Pacific coast.Since then,successive governments have paid attention to the colonization and development of this area,and have adopted various methods to continuously emigrate to the east.At the end of the 19 th century,with the construction of the Siberian Railway and the adjustment of immigration policies,the population of immigrants in the Far East increased dramatically,which played an important role in the economic and social development of the region and the establishment of the all-Russian capitalist market.Due to the urgent needs of heavy industry and agriculture for national defense and modernization during the Soviet period,the Far East 's strategic position as a national energy raw material base was further enhanced.The government formulated relevant immigration policies based on the need to increase the development of the Far East.After the victory of the Great Patriotic War,the Soviet government formulated policies to further strengthen the development of the Far East,and sparse population is still the bottleneck restricting economic development.To this end,while increasing investment in the Far East,the Soviet government has begun a new round of large-scale immigration campaigns.By increasing wages and improving living conditions,immigration from the Far East has grown rapidly.Due to the increase in population,the rapid economic development of the Far East has been promoted.However,the natural environment in the Far East is relatively poor,the transportation infrastructure is backward,the population problem has never been fundamentally solved,and the shortage of labor has always been one ofthe important obstacles restricting the development of the Far East.After the disintegration of the Soviet Union,the original preferential policies supported by the state in the Far East were greatly reduced.The huge impact on society caused by the transition of the market economy reduced the wages and living standards of most residents.The historically high price levels have increased The burden of living directly leads to the continuous migration of the population in the Far East.The decline in the natural birth rate of the population and the serious loss of population have brought unprecedented difficulties to the economic and social development of the Far East.In the 21 st century,the Russian Federal Government gradually shifted its strategic focus to the east,further increasing the pace of development and construction in the Far East.In order to speed up the economic development of the Far East,the Russian government has issued a series of development strategies and population policies in an effort to resolve the decline in population and labor.Especially in recent years,the Far East Economic and Social Development Zone Policy issued by the Russian government is playing a positive role in promoting the growth of the labor force and accelerating the implementation of the Far East Economic Development Strategy.The historical and practical reasons for the demographic changes in the development of the Russian Far East are worthy of in-depth study.Its experience and lessons have important reference and reference for us to formulate the correct population policy,scientifically plan the population layout,and effectively increase the labor force in the development and construction of the border areas.significance.
