Quality is the lifeline of postgraduate education.Ministry of Education Suggestions on Strengthening Postgraduate Education Quality Assurance and Supervision System Construction points out clearly,“Improving quality is the most core and pressing task of postgraduate education reform and development under the new tendency of training high-level talents.” It shows that to improve the overall quality of postgraduate education has become the core of Chinese postgraduate education development.Chinese postgraduate education quality assessment system,as important supporting conditions of standardizing the postgraduate education quality assessment activities and an important part of post-graduation quality assurance system,is the key to the assurance of postgraduate education quality,the standardization of postgraduate education quality assessment activity,and the guidance of college quality culture.Therefore,study on the Chinese postgraduate education assessment system has become the common issue of government,society and postgraduate education department,and the frontier issue of the discipline of Chinese higher education.This research takes Chinese postgraduate education quality assessment system as the research object and start point.It reviews the previous literature and analyzes the history and related policies under the principle of integration of logic and history.And it studies on Chinese postgraduate education assessment system following the research route of “value analysis – historical evolution – status quo description –problem analysis – strategy proposition”.Firstly,this research reviews the previous domestic and foreign literature and clarifies the core concepts of this research,laying the foundation for the further study of Chinese postgraduate education assessment system.Second,it analyzes the effect and value of Chinese postgraduate education assessment system based on theory.Third,it probes the history of Chinese postgraduate education assessment system on the basis of interpreting and evaluating the text of related policies.It concludes that the development of this system went through four stages: exploring,forming,promoting and systematically constructing.Fourth,it refers to the theories of neoinstitutional economics and related definitions of institutional concepts of Chinese scholars.It has in-depth analyses of the status quo and problems of Chinese postgraduate education assessment system based on three dimensions,as well as the major reasons of existing problems.At last,it providesseveral suggestions of improving Chinese postgraduate education assessment system based on the analysis of the status quo and problem: the official Chinese postgraduate education assessment system can get improved through systematically designing and improving laws and regulations of assessment,timely issuing assessment policies for the requirement of practice and caring the interests of other institutional innovation subjects;the unofficial Chinese postgraduate education assessment system should be strengthened by innovating the assessment ideas and rebuilding the assessment culture under the guidance of scientific views of quality and right views of assessment;the organization system of Chinese postgraduate education assessment should be improved through transforming the roles and functions of government,colleges and the society.
