Countries people oriented,food is what matters to the people.Grain as the corner-stone of the national economy,is the survival of human beings on the basis of the basic means of production,but also a relationship between the people's livelihood and special goods.In order to support food production and stabilize food price volatility,many countries in the world,especially developed countries have actively tried,and China is no exception.In order to mobilize the enthusiasm of farmers to grow grain and reverse the decline of grain production in successive years of the 21 st century.China's reform of grain subsidy policy in 2004 realized the change from indirect subsidy to direct subsidy,which greatly promoted the enthusiasm of farmers,food production has been restored to growth,by 2015 the success of the grain yield of 12 years even increased.Since the implementation of the current food subsidy policy,has aroused widespread concern in academia.However,the literature on the effect of the current food subsidy policy on different regions of grain production is still limited.In this paper,taking this as the starting point,taking Shandong Province as an example,the paper studies the effect of current grain subsidy policy on grain production,according to the regional economy and natural endowment difference.On this basis,it objectively evaluates the effect of grain subsidy policy.The research contents are as follows: Firstly,On the basis of summarizing the relevant research results of grain subsidy policy at home and abroad,this paper analyzes the shortcomings of existing research objectively and clarifies the goals and tasks of this research.Second,the evolution and theoretical analysis of grain subsidy policy.Review the changes of grain subsidy policy in China,and focus on analyzing the background and policy contents of the current grain subsidy policy.From the economic view,theoretically analyses the policy impacts on increasing production and mechanism of action.Thirdly,sown area and yield are the most direct factors affecting grain production.From the area of grain sown and yield,taking Shandong Province as an example,we construct the empirical model of grain sown area and grain yield embedded in grain subsidy,and use panel data Analysis to test the effect of grain subsidy on sown area and yield.Fourth,the conclusions and recommendations.Based on the empirical results,the paper puts forward some suggestions on improving the grain subsidy policy system in our country.The study shows that the current food subsidy policy effectively promotes grain production from different paths,and the different regions have different effects.As for Shandong province,The western region with better agricultural base,and weak economic base,has the best effect in terms of grain sown area or yield.
