Research On The Effect Of Food Subsidy Policy In Hebei Province

"Food is the most important thing for the people." Since ancient times,China has always regarded the food issue as the top priority of governing the country and securing the world.Grain is a vital economic source for grain farmers and one of the raw materials for many industrial products.However,the grain industry has a very significant weak characteristics,leading to grain farmers cannot maintain the stability of income,thus greatly weakening the enthusiasm of grain farmers.Because of the existence of this characteristic,the national government needs to take corresponding measures to ensure national food security and solve the problem of national food security.Since 2004,the grain subsidy policy has been implemented on a large scale throughout the country.Up to now,the policy has developed into a subsidy system consisting of direct subsidies for grain,subsidies for improved varieties,subsidies for agricultural means of production and subsidies for the purchase of agricultural machinery.Therefore,if we want to solve such problems,we should study the effect of policy implementation,find out the reasons for the problems and propose solutions.As one of the 13 major grain-producing areas in China,Hebei province,grain subsidy policy plays an important role in the agricultural subsidy policy of Hebei province.Therefore,this paper takes Hebei province as an example to conduct research.In the first part,the research background,research purpose,research methods and technical routes are analyzed and studied.After reading a large number of relevant literature,the author makes a profound study and summary,which lays a foundation for the following research.The second part,this paper expounds the specific content and current situation of the implementation of the grain subsidy policy in Hebei province,and analyzes the structure of the subsidy policy,its influence on agricultural production and the existing problems of the subsidy policy.The third part,the 0LS regression model is used to conduct multiple linear regression on the relationship between various grain subsidy policies and the sown area of grain.The significance of direct grain subsidy,fine seed subsidy,agricultural means of production subsidy,agricultural machinery purchase subsidy and sown area of grain is tested by stepwise regression method.The results showed that there was a significant positive relationship between the subsidy of means of agricultural production,purchase subsidy of agricultural machinery and sown area of grain in Hebei province.There was no significant positive relationship between grain direct subsidy and improved seed subsidy and grain sown area.In the end,this paper explains the results of the regression and puts forward suggestions to improve the grain subsidy policy in Hebei province.Such as: increase the intensity of policy subsidies,optimize the subsidy policy structure;establish a sound policy subsidy mechanism and strengthen oversight and supervision of subsidized grain funds;improve the comprehensive quality of the implementer of the subsidy policy and promote the effectiveness of the food subsidy policy;increase the publicity of food subsidy policy to improve the awareness of farmers;improve land transfer and strengthen the protection of arable land.
