Study On Evaluation Index System Of Land Intensive Use In Development Zone Based On WSR Methodology

The evaluation of land intensive use in the development zone has played an important role in understanding the base of the development area,the blind expansion of control,the promotion of the transformation and upgrading,and the improvement of land use level.The evaluation index system is the core part of the intensive land use evaluation in the Development Zone,and its rationality directly affects the objectivity and rationality of the evaluation results.Therefore,it is of great theoretical and practical significance to study the evaluation index system of intensive land use in development zones.Based on the WSR methodology,this paper analyzes the attribute of land intensive use evaluation in the development zone from the physical dimension,clarifies the evaluation index relationship of the land intensive use in the development zone from the logic dimension,and analyses the land use behavior of land users and land managers in the Development Zone from the human dimension.On the basis of WSR analysis,the intension of land intensive use in the development zone is defined from land users and land managers,and the principles that should be followed in the construction of evaluation index system are put forward.Comparing to the principles,points out the shortcomings of the evaluation index system of the current evaluation rules for land intensive use in the Development Zone(2014 trial)(hereinafter referred to as "the regulations"),and adjusts the index system of the regulations,then sets up an evaluation index system for the land intensive use of the development zone which distinguishes the subject.Taking the Yidu Hi-tech Industrial Park as the research object,using the improved evaluation index system to calculate the intensive use of land,and comparing with the evaluation results of the "Regulations" index system,to verify the scientific and rationality of the improved evaluation index system.On this basis,the existing problems of Yidu Hi-tech Industrial Park are analyzed and summarized,and measures and suggestions for promoting intensive land use are put forward.The comprehensive score of the land use intensive degree of Yidu Hi-tech Industrial Park is 82 points,and the result of the regulation is 88.77.The results of the evaluation are compared and analyzed from the comprehensive score,target level,sub target level and index level,show that the improved evaluation index system can reflect the characteristics and the actual land use situation of Yidu Hi-tech industry development zone,and the evaluation of the index is more comprehensive and pertinent.At the same time,distinguish the land users and land managers from the evaluation index system is conducive to the implementation of the main responsibility,and take more targeted rewards and punishments to promote the intensive use of land.
