In the early 1990 s,Professor Hammer defined the "business process reengineering" and created BPR theory.Paul H.Allen introduced the reengineering theory of Hammer into the banking industry comprehensively and systematically.It caused a wave of process reengineering in European and American banking industry,and promoted the banking industry in Europe and America to enter a completely new stage of development.Bank process reengineering started late in China.Since 2005,Liu Kangming put forward the concept of process bank,which brought the domestic banking process reengineering to a climax,and brought the banking industry "gold ten years".In prosperity,all problems are concealed or neglected.Today,foreign capital and private capital are allowed to enter the domestic financial market,the deposit insurance system is established,the interest rate market process continues to accelerate,the banking industry competition is unprecedented fierce.Therefore,the small and medium-sized financial institutions such as R rural commercial banks need to carry out process reengineering in order to gain a place in the fierce competition.In this paper,the theory of business process reengineering,bank reengineering theory,through the research and analysis of the existing process of R rural commercial bank,its organizational processes and key diagnostic malpractice in the business process,the organization process that the most fundamental problem lies in "the Organization Department of the bank;and the biggest drawbacks of business process it is designed according to the existing business functions and business operation process,not in accordance with the rules of design.The existing organizational processes and business processes lead to negative phenomena such as the importance of internal needs,the neglect of market demand,the restriction of organizational growth,the deviation of market and customers,the distortion of information transmission and the serious waste of resources.Aiming at the above problems,combined with the status quo of R rural commercial bank,based on the research of the five kinds of process reengineering,from all the long,design a "five stage model" can be recycled,including diagnostic analysis,preparation,process design,reconstruction and difficulties in preparation for the implementation of the five stages,a total of18 sub steps.At the same time,this paper thinks that the gradual path and the five stage model of circulation can be the most suitable path for R rural commercial banks.Finally,the design goal for R reconstruction,organization of rural commercial bank process reengineering,reengineering scheme proposed flat organization reengineering and implementation of outsourcing strategy;for business process reengineering,proposed the establishment of the customer manager system,and gives the credit business process reengineering,accounting business process;application of information technology and the level of ascension is emphasized R rural commercial bank completed the fundamental guarantee of bpr.This article not only answers the question of R rural commercial bank in the process reengineering,but also provides valuable experience for the process reengineering of the small and medium-sized financial institutions.
