Research On Problems And Countermeasures In The Practice Of Targeted Poverty Alleviation In Rural Of Dezhou

Poverty has been accompanied by the development of human society,which is a worldwide problem.As the most populous developing country in the world,our country has always attached great importance to the eradication of poverty.Since the mid-1980 s,the large-scale rural poverty alleviation and development work led by our government has gone through different stages and achieved the world’s recognized achievements.However,there is no denying that China has a long history of relatively extensive development of rural poverty alleviation,and there are some problems such as the number of poor people uninformed,low quality and poor pertinence.In order to effectively solve the rural poverty problem in the new era,President Xi Jinping put forward the idea of "targeted poverty alleviation" and opened a new era of targeted poverty alleviation.Due to the multidimensional nature of poverty,the diversity of the causes of poverty and the dispersion of the poor,the work of targeted poverty alleviation is complicated.It is both a hot issue and a difficult problem.In recent years,the precise poverty alleviation practice in all parts of the country,emerged many bright spots,innovations and typical experience,but also exposed some problems in different degrees.There are many shortcomings,which need continuous research and improvement.Taking Dezhou city of Shandong Province as an example,this paper focuses on the functional role of local government in targeted poverty alleviation in rural areas.Dezhou is an underdeveloped Prefecture in the eastern economically developed province,with better natural and geographical conditions,less emphasis on national policy and less external aid in the accurate poverty alleviation.It is necessary to rely more on its own development to control poverty.According to the work of the superior,Dezhou has combined poverty alleviation with the building of a moderately prosperous society in all respects and walked out of a road with Dezhou characteristics.Based on the basic situation of Dezhou rural poverty and the specific practice of Dezhou precision poverty alleviation in recent years,this paper takes the literature research,case studies,field interviews and other methods,carefully summarize the basic practice and main effect.The author deeply analyzes the existing problems,including the lack of accurate identification,the lack of scientific system for poverty alleviation planning,the low efficiency of the basic government,the problems in the supervision and assessment,the lack of internal impetus in the poor.This paper analyzes the cause of the problem from four aspects:the local government,the village organization,the poor individual,the help cadres and so on.On this basis,the paperproposes suggestions on five aspects,including establish and improve long-term effective mechanism of poverty alleviation,promote the government departments to perform their duties better and better,enhance the endogenous motivation of the poor people,actively foster the subject of diversity for poverty alleviation,and improve the development of agriculture,rural areas and farmers.In addition,it is hoped that the targeted poverty alleviation will fully stimulate the vitality of agriculture,rural areas and farmers,and change the backwardness in rural areas as soon as possible.More importantly,of course,we hope to promote a more comprehensive and coordinated development of the local economy and society.
