Study On Precision Poverty Alleviation In Rural Areas Of Qiqihar City

In 1986,China started the work of poverty alleviation.The basic strategy of poverty alleviation is precise poverty alleviation and precise poverty alleviation.On June 18,2015,General Secretary Xi Jinping pointed out at a meeting held in Guizhou that "poverty alleviation and development are mainly accurate,and success or failure depends on accuracy poverty alleviation and development are mainly accurate,and success or failure depends on accuracy.”Poverty is closely related to the overall manifestation.If the poverty alleviation policies are not consistent with the poverty environment,the needs of poor people are not investigated in poverty-stricken areas,and lack of pertinence,it will be difficult to achieve poverty alleviation.In the process of poverty alleviation practice,we should base on the"six precise" requirements put forward by General Secretary Xi Jinping,that is,precise support for the poor,precise arrangement of poverty alleviation projects,precise use of poverty alleviation funds,precise household-to-household poverty alleviation measures,precise dispatch of people to villages and households,and precise completion of poverty alleviation goals.To clarify the poverty-stricken population,the degree of poverty and the causes of poverty,so as to formulate precise Poverty Alleviation Policies to help the poor out of poverty.Qiqihar has a large number of poor people and the task of poverty alleviation is the key poverty-stricken area in Heilongjiang Province.Therefore,it is very important to study the precise poverty alleviation in rural areas of Qiqihar.According to the new public management theory,good governance theory,responsible government theory and government governance theory,this paper systematically explores the Countermeasures of precise poverty alleviation in rural areas of Qiqihar City by means of questionnaire survey,comparative analysis and literature analysis.This paper systematically combs the connotation of poverty and precise poverty alleviation,the standard of poverty alleviation and related basic theory,combines with the investigation of the current situation of precise poverty alleviation in rural areas of the city,analyses the current situation of precise poverty alleviation in a deep poverty village,combs and explores the characteristics and root causes of the rural poor households,and compares the current situation and effectiveness of precise identification,precise assistance and precise management,such as scientific and rational formulation of poverty alleviation goals,and government administration.Poverty alleviation achievements,such as gradual improvement of policy management system,gradual improvement of security policies,etc.By investigating and analyzing the poor groups in deep poverty-stricken villages,this paper summarizes the main problems existing in precise poverty alleviation in rural areas,including poor households'non-standard archives management,late maintenance of infrastructure,poor households' inactive self-determination in poverty alleviation,unstable development of village-level collective economy,inaccurate responsibilities of village-based aid teams,and analyses the causes of these problems.Selecting the experience of poverty alleviation in rural areas of New Delhi,Brasilia,Linares,Chile,Fushun City,Taian City,Shandong Province and Huanggang City,Hubei Province,this paper makes an in-depth analysis of the poverty alleviation measures taken by the government and summarizes the successful experience.On this basis,the paper puts forward some countermeasures and suggestions,such as improving the archives management system of poor households,allocating resources of poverty alleviation projects scientifically,promoting poor villagers to play a principal role,improving the level of village collective economic talents,improving the supervision and assessment of the team stationed in villages,and improving the efficiency of poverty alleviation in deep poverty-stricken villages.
