The Research On The Implementation Of The Precision Poverty Alleviation Policy In Guanyang County

Based on the present situation of the implementation of the precision poverty alleviation policy in Guanyang County,Guangxi,this paper takes the Sabatier Mads Manny Ann comprehensive model as the main theoretical support,through the analysis of the three major elements of the comprehensive model,the handling of the policy issues,the ability to promote the implementation of the laws and regulations,the non statutory variables affecting the implementation,and the Guanyang county.The work carried out in the field of poverty alleviation in recent three years is systematically analyzed.Through the study,the following conclusions are drawn.In the process of policy implementation,Guanyang county has achieved effective and effective measures in the process of policy implementation.Through the efforts of nearly three years,the results of poverty alleviation have been achieved.From 2014 to 2017,a total of 8073 households and 31236 people were lifted from poverty and lifted their cap,of which 1358 households and 5367 people had completely withdrawn from the "poverty line".Guanyang county governments at all levels have made unremitting efforts to improve the production and living conditions of the residents in the county,the three industries have been coordinated,the living environment has been promoted,and the level of social security has been improved.However,there are still many problems in the implementation of the precision poverty alleviation policy,and there are many problems to be improved.Such as county and township two level government in the formulation of poverty alleviation policy,the policy itself has not yet been improved;the implementation of the main body of policy implementation,still need to be promoted;influenced by the system itself,there is a conflict of powers and responsibilities between the policy enforcement agencies;the comprehensive quality of the policy implementers needs to be improved and the executive ability to be strengthened;and poverty alleviation.There is a weak phenomenon in the communication mechanism;the system and mechanism of the implementation supervision of poverty alleviation policy are not perfect;the propaganda mode of the poverty alleviation policy is single and the effect is not obvious;the target groups,the culture and the ideological level of the poor households,need to be promoted.To solve the above problems,we need to innovate ideas,improve policy implementation environment and improve the effect of policy implementation.Through the analysis of the existing problems one by one through the three elements of the Sabatier,Daniel Mazmanian comprehensive model,it puts forward practical and feasible countermeasures to promote the effective implementation of the precision poverty alleviation policy and achieve the maximum effectiveness of the poverty alleviation policy.Change.Specifically,when implementing the policy of poverty alleviation,the county and township government should take full consideration of the local facts and achieve the policy of land making.When implementing the policy,the executive agencies should have a clear and active communication;the policy implementers should strengthen the training,improve the sense of responsibility,improve the working methods and improve the efficiency of the work;in the policy target group,the policy implementers want to improve their work efficiency.The government should make full use of various platforms to promote poverty alleviation policies,strengthen the supervision of poverty alleviation and create a good policy implementation environment.
