| Saving resources is a basic national policy of our country,and it is also an urgent and long-term energy strategic task.In order to fulfill the province's goal of energy saving and achieve green and low-carbon development in Yuxi City,from 2008 onwards,Yuxi City Finance arranges special funds for energy conservation every year.It is specially used for the key energy saving project support and energy saving ability construction,which is "the technology is advanced and applicable,the energy saving effect is outstanding,the demonstration drive is obvious",and so on.From 2011 to 2017,the actual expenditure was 22.95 million yuan,subsidizing 295 projects and generating 633,400 tons of standard coal.The municipal energy-saving special funds of Yuxi City have played a very important role in the completion of energy-saving goals in Yuxi City and the implementation of energy-saving work.However,there are still certain problems in the current funds management,which restricts the improvement of the efficiency of energy-saving special funds and limits the exertion of policy effects.How to make the limited energy-saving special funds play a greater role is a problem that the author has actually met and is very concerned about.This article applies the relevant theories of public management,using the author's work conditions in the Yuxi City energy-saving special fund allocation department,to do a comprehensive seven-year municipal energy-saving special fund allocation situation in Yuxi area,the situation of capital release,the progress of special fund subsidy projects,etc.The statistical analysis,combined with work experience,conducted in-depth research and analysis on the problems and causes of the performance management of municipal energy-saving special funds in Yuxi City.Based on the experience of advanced performance management in foreign countries,I proposed seven suggestions for improving performance management of energy-saving special funds in Yuxi City,and thought about creating seven tables for improving performance management.In the following work,we plan to work with related departments to apply these suggestions for improving performance management to actual energy-saving special fund management work,so as to effectively improve the efficiency and effectiveness of municipal energy-saving special funds in Yuxi City,and make energy-saving special funds available.In the promotion of energy conservation in Yuxi City,to play a greater role in the lever,improve the level of energy conservation in the entire society,to make more contributions to the construction of ecological civilization in Yuxi City. |
