Research On The Problems And Countermeasures Of Performance Evaluation Of Precision Poverty Alleviation Project In Shandong Province

Poverty,as a specific economic phenomenon associated with social development,has been plaguing the survival and development of mankind for a long time,so the eradication of poverty has become an important social problem that the international community needs to solve urgently.Since the reform and opening up,China's poverty alleviation work has achieved remarkable results,but it should also be seen that the remaining poverty alleviation tasks are even more arduous.June 18,2015,Xi Jinping pointed out that poverty alleviation and development work has entered the "bite hard bones,tackling the rush" of the sprint period.Since the 18th CPC National Congress,China has made a major innovation strategy to ensure that the rural poor in 2020 must be out of poverty as a whole.As China's economic province,Shandong Province ranked third in our country by the total economic output,but the problem of local poverty was floral existence.In order to achieve the goal of poverty alleviation,Shandong Province has made great efforts to promote the work of poverty alleviation,and has basically established a new pattern of poverty alleviation including Special poverty alleviation,industry poverty alleviation and social poverty alleviation to achieve a work system of poverty alleviation by the government,the market and the society support each other poverty alleviation,poverty alleviation,poverty alleviation,poverty alleviation and poverty alleviation,and the government,market and society support each other,vigorously carry out poverty alleviation project construction and do well in project management to increase poverty in poverty.This paper takes the status,problems and causes analysis of the performance evaluation of precision poverty alleviation project in Shandong province,and puts forward some suggestions on the performance evaluation of precision poverty alleviation in order to realize the more effective poverty alleviation.With the continuous improvement of precision poverty alleviation project,the precise positioning and effective operation of the project is one of the key contents of the government work,so the performance evaluation of the poverty alleviation project is very important.However,due to the short period of development of precision poverty alleviation,the research about poverty alleviation project performance evaluation theory and practical application are still in its infancy.At present,the performance evaluation of precision poverty alleviation project in Shandong Province has not yet introduced special guidance documents.The performance evaluation of poverty alleviation projects in various places is in the state of practical exploration.The evaluation process is basically based on the precise positioning evaluation before the implementation of the project,the operation evaluation in implementation and the effect evaluation after implementation and the evaluation method is mainly based on the comprehensive index method.The main body of the assessment is mainly related to the government.There are also many problems in the practice of poverty alleviation project performance evaluation.This article combines the use of literature,interviews,case studies etc.Firstly,analyzing the research status quo of the performance evaluation of precision poverty alleviation and precision poverty alleviation project,and then define the related concepts and expound the main technology and classical theory of performance evaluation.Secondly,through the analysis of the status quo of performance evaluation of precision poverty alleviation project in Shandong Province,the problems in the performance evaluation of precision poverty alleviation project are put forward and the reasons are analyzed,then take the performance evaluation of poverty alleviation project of Laoling City as an example to analyze and evaluate the practice of operation.Finally,on the basis of theoretical analysis and practical research,this paper puts forward some countermeasures and suggestions to improve the performance evaluation of poverty alleviation project in Shandong province,so as to make the performance evaluation of poverty alleviation project institutionalized,standardized,systematic and scientific,and give full play to its development in precision poverty alleviation.
