Research On The Ecological Efficiency Of The Western Region Based On The Three-stage DEA Model

The western region of China is rich in natural resources,not only the continuation of China’s resources and energy,but also the source and ecological barrier of the big river in China.But because of the historical culture and the natural environment,the western region shows the low level of economic development and the ecological environment bearing capacity relative to the eastern and Middle Eastern regions of our country.A more fragile feature.This paper analyzes the significance and necessity of circular economy and ecological efficiency,and gives a comparative analysis of the related concepts in this field,starting with the development and development of the concept of circular economy and ecological efficiency.On the empirical aspect,this paper takes the western region as the research object and uses the three stage DEA model to make an empirical study on the regional ecological efficiency of the 10 provinces in the western region(except Tibet)from 2013 to 2016.From the results of this study,the three stage DEA model can effectively remove the impact of environmental factors and random errors on the ecological efficiency.After the adjustment,the results show that the ecological efficiency values of various provinces have changed greatly after the effects of external environmental factors and random factors on the efficiency value.In the past 2013-2016 years,the eco efficiency of provinces in the western regions was less than 1,and failed to achieve effective production frontier.Among the four environmental variables,the ratio of urban population to the total population,the scientific research expenditure of Industrial Enterprises above the scale,the proportion of the third industry to the total economic total,and the years of per capita education have a significant positive impact on the ecological efficiency.Finally,according to the results of empirical analysis,the following policy recommendations are put forward:(1)adhere to the development concept of urbanization and achieve the goal of resource optimization.(2)increase investment in research funding for industrial enterprises above Designated Size,and enhance the contribution of technology to the development of circular economy.(3)the western region should accelerate the transformation of the mode of economic development and optimize the regional industrial structure.(4)continue to increase investment in education and improve the quality of the people.
