This article is based on the catch-up theory of latecomers and ambidexterity learning theory.Through a longitudinal case analysis of the technological catch-up process of Huawei Group from 1990 to 2016,it explores how Huawei uses different combinations of ambidexterity learning at different stages of the technological catch-up process to achieve catch-up and reach the frontier of innovation, and then analyze the driving mechanism in its transformation process. It is found that the ambidexterity learning mode of latecomers evolves from self-consistent absorbing ambidexterity learning to transitional ambidexterity learning and finally evolves into self-consistent expansionary ambidexterity learning from the catch-up stage to the stage of surpassing the catch-up stage finally to the frontier of technological innovation. At the same time, changes in technology systems provide latecomers with R&D directions,multi-level and diversified market space, and provide support for latecomers. The ability of latecomers to accumulate their own capabilities provides foundations for latecomers to base their innovations. These three factors jointly drove the evolution of latecomers in various stages. In addition, this paper designed a system for evaluating company's innovation performance from two levels of output performance and process performance, and used the analytic hierarchy process to assign weights to the index system.Eventually,a comprehensive evaluation method based on fuzzy mathematics was applied to Huawei's innovation performance. The appraisal results show that its innovative performance is excellent, and it verifies the effectiveness of Huawei's use of ambidexterity learning to catch up.
