Research On Characteristic Development Path Of Small Towns Around Xiongan New Area Under The Context Of Beijing-tianjin-hebei Collaborative Development

The Beijing-Tianjin-Hebei Collaborative Development is one of the three major national strategies currently implemented in China.Beijing,Tianjin and Hebei province all belong to the capital area and its environs,which are of strategic position as well as an important engine of China’s economic development.As the important battlefield to drive regional economy and New Urbanization,the development of small towns is of great importance to the Beijing-Tianjin-Hebei Collaborative Development.April 1,2017,the Central Committee of the CPC and the State Council decided to set up the national Xiongan New Area,which has changed the spatial structure of the BeijingTianjin-Hebei region.The main purpose of this research is to find out ways for small towns surrounding Xiongan New Area to respond to the Beijing-Tianjin-Hebei Collaborative Development,its upcoming opportunities and challenges,and explore characteristic development paths.During the three-year research project the author has been doing on Baoding,it is found that spatial changes in Beijing-Tianjin-Hebei region is profound and complex,and the development of small towns around the Xiongan New Area has been confronting unbalanced spatial distribution,low-level urbanization,low-level industrial development,and inadequate infrastructure.This paper focuses on studying the development environment of small towns around Xiongan New Area based on analysis of the regional context of Beijing-Tianjin-Hebei Collaborative Development and Xiongan New Area.By researching into the development conditions of sample small towns taken from Xiongan New Area and unveiling their development patterns,a small town development capability evaluation system is constructed.Finally,the development paths are explored by applying the evaluation system to the small towns,and integrating research findings of case studies with it.The main content of this article is divided into three parts.First of all,this paper analyzes the development of small towns around Xiongan New Area,studies the development dilemma of Baoding,Langfang and Cangzhou in central Hebei region,then studies the development opportunity for small towns under the new situation of Xiongan New Area.Following that,a research is carried analyzing the development pattern of 64 small towns in Xiongan New Area from their spatial distribution,population,industry development and urban construction.Secondly,17 sample towns are selected to build up an evaluation system on development capability using principal component analysis.These towns are divided by their resources and development condition into 5 types,commercial logistic type,cultural tourism type,characteristic manufacturing type,characteristic agriculture type,and transportation driven type.Suggestions on the development path for each type of small town are given based on the analysis.In the end,in the context of constructing the Xiongan New Area,Baigou County is picked as an empirical case study to systematically raise a development path on social,industry and space aspects,in order to guide industrial upgrade and spatial design.
