Research On Public Rental Housing Policy Assessment And Optimization Strategies In Henan Province

With the gradual development of new urbanization,more and more people migrate to big cities to work and live.As a result,the housing security problem of new citizens,mainly represented by migrant workers and newly graduated college students,has become more and more serious.In order to adapt to the new situation of housing development,the public rental housing policy arises at the historic moment and plays a great role in solving the housing problems brought about by the urbanization process.However,there are still some deficiencies in the content of the public rental housing policy itself and in the implementation process,leading to the failure of the policy to effectively play its role.Therefore,it is of great significance to evaluate the public rental housing policy and find out the deficiencies and problems in it for the future policy adjustment and improvement.This article thought that implement the policy objectives of public rental housing as the main direction,to explore the public rental housing policy evaluation in henan province relevant methods and content,by evaluating the results showed that content of the public housing policy as well as the deficiency in the execution,which explore the new ideas of public housing policy optimization,make the public housing policy can play a better role.Based on the promulgation and implementation of public rental housing policy in henan province as the starting point,launches the research from the following aspects: first,the content of public rental housing policy in henan province,from the public rental housing construction raise policy,funding,application access policy,land policy and regulatory policy to exit all-round carding policy content.Meanwhile,the implementation status of public rental housing policy is analyzed to understand the specific operation status of public rental housing policy in henan province.Second,evaluate the public rental housing policy of henan province.On the basis of data collection and field investigation,this paper,on the one hand,evaluates and analyzes the policy text of public rental housing,and on the other hand,evaluates the implementation effect of the policy by combining qualitative and quantitativemethods from the perspective of effect,responsiveness and equity.Thirdly,the policy problems and causes of public rental housing policy in henan province are analyzed according to the policy assessment results.On the basis of fully understanding the policy evaluation results,it is found that the construction policy of public rental housing in henan province lacks of long-term planning and the construction policy of supporting facilities is not perfect.The application for admittance policy is more cumbersome,the lease management policy does not play an effective role and the supervision and management policy implementation is not strict.Through in-depth analysis of the reasons,we find that the above problems are mainly caused by the fact that the construction income of public rental housing is less and the construction motivation is insufficient.There is little research on demand survey of public rental housing policy;The shortage of regulatory agencies and the lack of supervision and credit mechanism make the public rental housing policy fail to work effectively in some aspects.Fourth,put forward Suggestions on policy optimization.According to the existing problems of the policy,this paper puts forward improvement Suggestions from three aspects: optimizing the policy itself and policy implementation,improving the relevant supporting measures and establishing the policy evaluation mechanism.According to the above content,this paper get the following conclusion: First,public rental housing policy evaluation should take policy content itself and the effect of policy implementation.The policy system of public rental housing in henan province is relatively complete,the supporting policies are relatively rich,and the later operation and management policies need to be further enriched and improved.Second,henan province public rental housing policy effect is gradually decreased in recent years,policy response and fairness needs further development 。 Thirdly public rental housing policy promotion is a systems engineering,needs both affordable housing policy itself content is scientific and reasonable,and need to ensure effective implementation of policies,more in need of related legislation and the improvement of the credit mechanism.Only with the combination and efforts of all parties can the public rental housing policy truly play its role.
