Research On The Performance Of Grain Subsidy Policy From The Perspective Of Farmers

The so-called “Food is the first necessity of the people” states the importance of food safety,also means the food issue affects national economy and the people's livelihood,even plays an irreplaceable part in safeguarding national safety and making our country transform from big country to strong country.Since 2004,the country publicizes Document No.1 taking issues of agriculture,farmer and rural area as the subject every year,which indicates direction and provides policy basis and support for development of issues of agriculture,farmer and rural area.The central government also introduces a series of agricultural subsidy policies in succession,adjusts policy scope and direction timely according to trend to development and intensifies support strength of agriculture and food subsidy policies,to improve the farmers' grain-growing enthusiasm and income.Since 2006,the country roundly advances reformation work of three subsidies of agriculture,merges it as agricultural support and protection subsidy and the policy target adjusts as supporting farmland productivity protection and promoting moderate scale management of food.Under this background and premise,as the important constituent part of agricultural subsidy policy,what effect will be have on the farmers' production and operation behavior for the implementation of current food subsidy policy? What effect will be have on stimulating the farmers to develop food production and promoting continuous income increase? How the farmers know the implementation of the current food subsidy policy? What expectation and dissatisfaction do they have? All of these are worth to be thought deeply and discussed.This article uses research methods such as document literature,empirical research,data analysis,questionnaire survey and individual interview.Xingning C ity,Meixian District,Jiaoling County and Wuhua County of Meizhou City are gone deep to analyze the implementation of the food subsidy policy of Meizhou C ity.The issues existed in implementing food subsidy policy are analyzed and suggested based on such research,which lays good practical foundation of implementation of Meizhou food subsidy policy.The contents of this article researched are mainly: Firstly,on the basis of collecting,summarizing and concluding the research result of current food subsidy,to clear research purpose of this article further.Secondly,to know contents of food subsidy policy implemented in the mountainous area like Meizhou C ity,detailedly introduce field research situation of Meizhou food subsidy policy performance valuation from the perspective of farmers,and describe,explain and analyze relevant data of sample researched.Thirdly,to use data sample investigated by the farmers of Xingning C ity,Meixian District,Jiaoling County and Wuhua County of Meizhou C ity,use relevant data to analyze performance valuation and influence factor of food subsidy policy of farmers,therefore,the conclusion will be reached,which will provide reference suggestion for perfecting food subsidy policy of mountainous city.Based on result of investigation and research,this article puts forward suggestions to improve performance valuation system of food subsidy policy in Meizhou: builds and improves food subsidy information service platform,strengthens publicity and explanation of food subsidy policy,the government promotes and intensifies to cultivate new farmers,establishes perfect,normative and transparent subsidy supervision system,the improvement of the food subsidy policy should consider multiple targets,in order to provide fund guarantee for implementing food subsidy policy work,builds target system of food subsidy policy performance evaluation,strengthen comprehensive policies for agricultural insurance and improve service levels.
