Urbanization is an inexorable law for the modernization of the countries in the world.It is also a major theme and inevitable choice for China,a populous country and a major agricultural country,to build a moderately prosperous society in all respects.Since 1998,the third plenary session of 15 clarify the important status of small towns.The nineteenth of the communist party of China(CPC)promote the development of a new type of urbanization as a national strategic task to promote regional coordinated development.Governments at all levels take developing small towns work as a top priority.Characteristics of small towns as the important content of new urbanization construction and important carrier,is the effective path to realize City-Industry Integration,it is conducive to the small towns make full use of advantages and promote the core of competitiveness.It is beneficial to the adjustment of supply side structure and transformation and upgrading of regional economy,it is beneficial to the solution of the problem of "agriculture,rural areas and farmers",it is advantageous to the urban and rural development as a whole and achieve the goal of building a moderately prosperous society in all respects.Jilin province as a national commodity grain base and the old industrial base,the achievements of urbanization are remarkable,under the promotion of "new-type urbanization construction" in the country and the “construction of featured landscape tourism town” and “cultivation of characteristic towns” in Jilin province.But the construction and development of small towns still have characteristics are not outstanding,competitiveness is not strong and have single development model and so on.How to seize the new round national revitalization of northeast old industrial base of strategic opportunity and make full use of national policy support to the characteristics of the construction of small towns,combination with the regional practice,innovation and development concept and idea,to find suitable development way,explore development pattern with the characteristic of northeast China and Jilin province,it has important theoretical and practical significance to improve the level of urbanization and realize the integration of urban and rural areas in Jilin province.The paper to study tourism development of characteristic small towns as a starting point,clarifying the relevant theories and concepts like the new urbanism,the development of industrial agglomeration theory,experience economy theory,comparative advantage theory and the new urbanization,the characteristics of small town,tourism distribution center and others relate with the tourism development of characteristics small towns.Through cards the research and practice of the development of small towns at home and abroad and the relationship between tourism and small town development.Summarize the basic types of small towns in China and discusses the formation mechanism of characteristic small towns from three dimensions: government,market and innovation.Then define the essential characteristics and future development direction of small towns.Secondly,carding the characteristic of small towns development status at the present stage in China,the paper selects Erdaobaihe town of Jilin province as a case for empirical research,uses the SWOT analysis method to analyze the Erdaobaihe town from the internal strengths and weaknesses,external opportunities and threats four angles and build the SWOT analysis model.Then combining with analytic hierarchy process,and make the influence factors as evaluation index of Erdaobaihe town,build in "target layer,criterion layer,plan" for Erdaobaihe town feature of architecture development evaluation index system,according to the evaluation index system,using software Yaahp to evaluate each index,eventually form Erdaobaihe town characteristic development strategy model.Finally,combined the Erdaobaihe town characteristic development strategy model to analyze Erdaobaihe town for the future development strategy,put forward it should be emphatically from four aspects: the administrative management system in the future development,optimization of regional spatial layout;intensive use of resources to develop ecological industries with ecological culture as the core;develop ice and snow tourism products to achieve a balanced tourism season;promote the industry support ability with "culture +" and extend the tourism industry chain.Through summarizing to make suggestions for the healthy development of characteristic small towns in Jilin province.
