In recent years,as the national economic development has stepped into a new normal phase,there have been great changes in the internal and external development environment of state-owned enterprises.In order to better adapt to the fierce market competition and to promote the sound and rapid development of enterprises,China Post Group Corporation,in the year of 2015,determined the strategic goal of building a world-class postal enterprise,also established the business development strategy of "one body and two wings",an information-led technology-based strategy and the“people-oriented”idea as the strategy of reinvigorating China Post through human resource development,then put forward the strategic focus of creating three new growth poles including postal financial business,package delivery business and rural e-commerce business,and finally built a relatively complete strategic system.In this context,as a driving force to achieve strategic goals of enterprises and enhance the core competitiveness of enterprises,performance management has received increasing attention and continued to advance.As a subordinate company of China Post Group Corporation,F Branch has recently complied with the business strategy of the“One Body and Two Wings”of the Group Corporation and continued to deepen the reform and development of the enterprises,achieving the improvement of both enterprise scale and enterprise efficiency,and driving the branch forward to become one enterprise of higher quality,higher efficiency,and more reasonable and more sustainable development.However,in the process of impelling enterprises to accelerate the transformation and upgrading,the performance management of enterprises is still in relatively poor situation.Particularly,the performance management of the provincial branch headquarters and its employees which are regraded as the decision-making center and central brain in enterprise management,has been stagnant and been unable to adapt to the new requirements for enterprise reform and development under the new situation.Therefore,this paper takes the existing headquarters employees performance management system of F branch of China Post as the research object,and deeply describes the status quo and its causes.On this basis,the paper further starts from the enterprise strategy,applies the performance management tools such as balanced scorecard,prime&fundamental balanced scorecard method and 360-degree performance evaluation to establish a brand-new headquarters employees performance appraisal system.Moreover,combined with the theory of five links during performance management process,the paper reorganizes headquarters employees performance management process,puts forward safeguard measures for performance management implementation,and draws a new improvement plan for the headquarters employees performance management system.This paper combines theory with practice for the purpose of exploring and establishing a sound strategic performance management system for the F branch of China Post,scientifically and fairly judging the performance of various departments and employees of the headquarters,continuously improving the overall performance level of the headquarters,ensuring the realization of the strategic goal of the enterprise at the same time of providing reference for the national postal system to carry out the employees performance management work of the headquarters.
