The economic crisis happened In the United States in 2007 influenced world wide, China is no exception. Since 2014, the economies of western countries especially the US has recovered, economic growth improved, the unemployment rate reduced. And its electronic commerce, electronic port fast customs clearance and other means stimulate the economy grow, which gives important enlightenment to this paper.In the traditional way of international trade, the different trade link need to submitted the same documents 20 to 30 times. And discrepant documents because of carelessness often brings to the enterprise big losses like refusal of LC(letter of credit), cannot get export tax refund. Model of electronic government opening in recent years has begun to changing this situation, and the interests of the enterprise improved, not only from solving the problem of discrepant documents, but also the efficient electronic customs clearance mode make order flow rapidly and conveniently, it’s like a technology revolution silently curing China’s foreign trade industry within hard time.In this paper, with plenty of content(chapter iii and chapter iv) introduces the concrete process of this change: from August 2001, China began to implement "port customs clearance" plan. "Port customs clearance" means the engineering system for improving the efficiency of electronic port, which refers to by means of electronic information technology, reform the existing electronic port cargo customs clearance process, integrate the supervising resources, establish a unified platform for the electronic port data, specify and clear the information flow, cash flow, document flow and cargo flow of Electronic Port import and export goods, have Electronic Port data shared online, provide the best service for import and export trade enterprises in shortest time at lowest cost, improve the administration ability and efficiency of Electronic Port management departments. "Port customs clearance" aims to establish a nationwide fast customs clearance system, implement the transit between each port "one declaration, one release, one inspection". In addition, the general administration of customs in our country has carried out the following measures: 1, gradually move forward the customs clearance system of classification risk management based on credit, customs clearance system for 24 hours without holiday. 2, actively promote the "port electronic law enforcement system" construction, realize the import and export trade enterprises "online declaration", make it convenient for traders in the link of import and export all kinds of formalities, reduce the customs fees of various kinds of heavy and complicated documents. 3, issued declaration in advance, transit port rapidly, networking customs declaration, customs clearance in the factory, etc. 10 measures to facilitate customs clearance, to set up "green channel" for large high-tech enterprises which obey laws. 4, seize the outstanding contradictions and problems of the supervision of processing trade, and actively explore networking supervision experiment and export processing zone with IT companies, basically reached a tightly regulation and enterprise trading facilitation, "win-win" effect. 5, pilot implementation of paperless customs clearance ", enterprises can do the online declaration anytime without going out, the Customs review the paperless electronic data and release. At the same time, referring to the advanced experience of the paperless trade and fast customs clearance of the developed countries, suggested how to speed up the construction of our country electronic government affairs to promote international trade facilitation and countermeasures.
