In recent years,various patent promotion plans and patent development strategies introduced by China have quantified patent growth targets and encouraged social participation in patent activities through patent subsidy policies.In this context,patent has seen a surge and China becomes the largest patent applicant country.According to the 2018 China Patent Investigation Report,China's patent implementation rate and industrialization rate are only 52.6%and 36.3%,while patent maintenance period is only half of foreign maintenance time.These facts show that the quality of patents in China has not been improved accordingly.In this particular context,the impact of patents on economic growth has become the focus of this study.In the context of the continuous surge of patents,this paper takes the patent's output motivation as the research perspective.First,the paper analyzes the development status of patents.Secondly,the paper analyzes the"seeking support"motivation of policy makers and innovation subjects in patent activities and tests its existence through empirical methods.On the basis,the paper analyzes the impact of patents on economic growth driven by the motivation of"seeking support"through empirical methods.Finally,based on the research conclusions,this paper puts forward the policy enlightenment.This paper analyzes the motivation of"seeking support"in patent activities.On the one hand,in order to achieve the goal of patent growth and obtain political promotion,local governments have issued various patent subsidy policies to increase the number of patents,which is the motivation of"seeking support"in policy makers.At the same time,this paper uses an order probit model for empirical research.The results show that the performance of patent growth can significantly improve the promotion probability of officials,which verifies the existence of"seeking support"motivation;On the other hand,the innovation subject's"seeking support"motivation is mainly manifested in obtaining various innovation subsidies by producing low-quality patents.At the same time,the effect of patent quantity on quality was analyzed by fixed effect model.The research results show that the increase of the number of patents significantly reduces the quality of patents,which provides evidence for the existence of the innovation subject's"seeking support"motivation.At the same time,this paper analyzes the impact of patent on economic growth under the motivation of"seeking support"from both theoretical and empirical aspects.Theoretical analysis shows that patents created with the purpose of"seeking support"will reduce the efficiency of financial allocation,result in waste of innovation resources,and weaken the role of patents in promoting economic growth.At the empirical level,the results of full sample regression show that the"seeking support"motive in patent activities significantly inhibiting the promoting effect of invention patent and utility model patent on economic growth,while the design patent is not negatively affected by the"seeking support"motive.Further analysis shows that in the sample groups of eastern,central and western regions,the regression results of the eastern region and the whole sample group are consistent,while for the central and western regions,the motivation of "seeking support" only weakens the promotion effect of invention patents on economic growth.For the sample groups of different types of innovation subjects,only the corporate patent activities were affected by the motivation of "seeking support",while the colleges,research institutes and institutional sample groups were not significantly affected by the above phenomenon.
