Land Use Zoning Of National Deep Poverty Counties In The Upper Reaches Of The Yangtze River Based On Precise Poverty Alleviation Strategy

Land is the material basis for human survival and development,and it provides the primary production resource for mankind.The development and utilization of land in different regions is different due to differences in natural,economic and social conditions.Therefore,there is a clear difference in land use between regions,and the land use zoning is based on the regional differences in land use.Based on the understanding of land resource conditions,land use status and social and economic conditions,The zoning requirements of generalization and difference are summarized,and comprehensive analysis and research of land use areas are carried out.Reveal the objective laws of regional differences in land use,and clarify the natural conditions,socio-economic conditions,land resource endowments and advantages and disadvantages of different land-use areas,as well as the direction,potential,ways and measures of land resources development and utilization.In recent years,precision poverty alleviation and poverty alleviation have become China's major strategic tasks,requiring poverty alleviation counties and poverty-stricken populations to be fully lifted out of poverty by 2020,which is of great significance for the goal of building a well-off society in an all-round way.In China's fight against poverty,the most difficult hard bones are deep poverty areas.The special geographical environment and natural conditions severely restrict their development and affect their progress in poverty alleviation.Through land use zoning,it is necessary to determine the direction and measures for the development and utilization of regional land resources according to local conditions,and provide new ideas and promotion methods for precision poverty alleviation and poverty alleviation.This is one of the important directions for land science to serve poverty alleviation.This paper takes the deep poverty county in the upper reaches of the Yangtze River,Dongchuan District,Kunming City,Yunnan Province as an example,and attempts to apply the land use zoning of deep poverty-stricken counties to the precise poverty alleviation strategy.The basic approach is to use land use zoning theory andmethod technology,and based on the requirements of the precise poverty alleviation policy,adopt a combination of qualitative analysis and quantitative research,based on the natural environmental conditions,social and economic conditions,land resources and land in Dongchuan District.The similarity and difference of utilization characteristics,poverty alleviation development direction and key poverty alleviation approaches are selected,and corresponding analysis indicators are selected from four aspects: ecological environment conditions,social economic conditions,land resources and land use status,poverty alleviation development direction and key poverty alleviation approaches.Establish an objective,scientific and feasible land use zoning indicator system.Then,the land use zoning based on the precise poverty alleviation strategy was carried out in Dongchuan District,and a reasonable and feasible zoning plan was determined.The regional land use direction and the key ways and measures for poverty alleviation were put forward for the rational development and utilization of Dongchuan District.Land resources and poverty alleviation strategies provide a reference basis.1 ? Analysis shows that land use zoning integrated into a precise poverty alleviation strategy is more targeted.On the one hand,land use zoning provides a basic support for land for precise poverty alleviation strategies.On the other hand,the realization of land use zoning and the rational use of land will help solve the land problems that restrict the development of various areas in Dongchuan District,and at the same time promote the solution to the biggest problem of accurate poverty alleviation in Dongchuan District.2?According to the needs of zoning work,the analysis indicators were selected from four aspects: ecological environment conditions,social and economic conditions,land resources and land use status,poverty alleviation development direction and key poverty alleviation approaches,and a zoning indicator system consisting of 19 secondary indicators is constructed.3 ? Using the combination of systematic cluster analysis and comprehensive analysis,combined with the land use status and precise poverty alleviation strategyrequirements of Dongchuan District,the Dongchuan District is divided into four land use areas,namely urban and rural land development and industrial employment poverty alleviation area in the Zhongshan Valley Basin in the southeast,the comprehensive utilization of the Zhongshan Gorge Land in the southwest and the characteristic industry poverty alleviation development zone,the northwestern mountain valley land ecological protection and relocation and employment poverty alleviation area,and the northern Zhongshan Gorge agricultural land development and industrial employment poverty alleviation area.4?Guided by the integration of regional land use and precise poverty alleviation and development,the four areas of comprehensive land use and comprehensive zoning were used to study the land use directions and poverty alleviation key ways and measures in each region,and rationally develop and utilize land resources for Dongchuan District.To win the fight against poverty and provide a basis for decision-making and practical guidance.
