Accurate Identification Of Poverty In Gansu's Deep Poverty Area,precise Poverty Alleviation Model And Farmers' Response

According to the overall planning objective of the outline of China's poverty alleviation and development program 2010-2020,China will achieve the goal of eradication of poverty in an all-round way in 2020 and achieve the goal of "Three Guarantees and two worries".As the main battlefield of China's precision poverty alleviation,Gansu province has a difficult natural environment,a large base of poor population,a deep root of poverty,and a difficult task of poverty alleviation.In Gansu,the focus of poverty alleviation is focused on two key areas of poverty in Ganan and Linxia.In 2016,according to the new poverty alleviation situation,the state redefined the ‘three districts and three states' in deep poverty areas,while two regions in Gannan and Linxia were identified as deep poverty areas.This shows that the two areas of poverty in Gannan and Linxia are prominent.Therefore,to find the root of poverty and to analyze the precision of poverty alleviation have become an urgent need to solve the problems of poverty in both Gannan and LinXia.In this paper,the depth of poverty and poverty alleviation precise mode of farmers' response as the research object,selected in DieBu County Gannan,Linxia,Dongxiang County,GuangHe County,YongJing County as the research area,through the questionnaire survey,the analysis of the local poverty.Construction of A-F multidimensional measurement method using the model of poverty measurement analysis of the main reasons of local poverty;implementation of the local precise poverty classification and Analysis on operation mode,comparative analysis of specific measures to bring the effect of poverty alleviation;farmer behavior theory to explore the cognition of farmers on the policy,participation and satisfaction with the policy based on the construction of logistic and two yuan regression analysis of influence factors of farmers' satisfaction,and obtained the following results,From the survey of regional poverty status and the main causes of poverty are the following two points:(1)by the end of 2017,Linxia's poverty alleviation task more difficult,the poor state of Linxia accounted for 14.8% of the total population,poverty population is 260 thousand and 500 people,the incidence of poverty in Gansu province higher than 5.2percentage points,6.5 percentage points higher than the state of Gannan.(2)farmers lack social resources and capital accumulation ability is limited and lack of public participation has become the main reason for the poverty of the farmers,the contribution of the multidimensional poverty index values were 87.7%,94.36%,68%.From the local implementation of the precise poverty alleviation mode,there are the following points:(1)the local leading precision poverty reduction mode is dominated by the government and the market,and the social support organizations such as social charityorganizations are absent.(2)Industrial poverty alleviation projects and technical training projects have a larger coverage,and the participation of farmers reaches 70% of the total number of sample households.(3)From the effect of poverty alleviation,the effect of the poverty alleviation project is the most obvious,and it can bring 3000-4000 yuan of income to the farmers every year.From the perspective of farmers' response to precision poverty alleviation,there are several points(1)the farmers' awareness of precision poverty alleviation policy is generally low.According to the research,only 20% of the farmers know well about the policy of precision poverty alleviation,while 32% of the farmers do not understand the policy of poverty alleviation.(2)The participation of farmers is more active,but 30% of the poor are not involved in poverty alleviation.(3)Using the Likert scale to analyze the satisfaction of farmers to the precision poverty alleviation policy.It is found that farmers are more satisfied with precision recognition standards in precision recognition.In the precision implementation,the farmers' satisfaction with the projects such as the poverty alleviation projects,medical assistance,and the renovation of the critical houses was 3.5 points higher than the average,(4)Using logistics two element regression model analysis of influence factors of farmers' satisfaction that farmers understand the degree of policy affecting farmers with difficulty,the different causes of poverty of farmers' satisfaction of different policy.
