Study On Efficiency Evaluation Of Agricultural Sci-tech Innovation In Shanxi Province

Agriculture is the fundamental of the national economy,is the cornerstone of social stability,is to provide support for the construction and development of national economy,the basic industry.The speed of agricultural development has been directly related to the development of other industries,and then affected the national economic development situation.With the continuous development and progress of social economy and culture,the traditional agricultural traditionally extensive production manner has gradually failed to meet the growing material and cultural needs,only relying on scientific and technological innovation to make our agriculture adapt to the trend of modernization.Shanxi Province,as a large province of agricultural characteristics,the Shanxi provincial government has always insisted on the"Science and Technology of agriculture" placed in the prominent position,domestic scholars studied innovation efficiency in the agricultural science and technology innovation efficiency,but in Shanxi province,there is little research on the efficiency of agricultural science and technology innovation.Therefore,the research of agricultural science and technology innovation in Shanxi Province is the research object.To explore the bright spots and deficiencies in the innovation efficiency of agricultural science and technology,to provide some the rules of scientific debate for the Shanxi provincial government to formulate the agricultural science and technology innovation policy,to promote the agricultural science and technology innovation ability of Shanxi province,and to be better to serve the agricultural supply side reform of Shanxi province.This paper first analyzes the actual situation of agricultural science and technology development in Shanxi Province,and compares the situation of Shanxi province with the central provinces.On the basis of collating the domestic and foreign literatures,combining the actual situation to determine the agricultural science and Technology Innovation Efficiency index of Shanxi Province,using the DEA model and the 2001-2015 statistic data to empirical analysis of Shanxi Province Agricultural science and technology innovation efficiency.Finally,combining the empirical analysis and present situation analysis,the paper puts forward the countermeasures to improve the agricultural science and technology innovation level in Shanxi province.The main conclusions of the thesis:1 in Shanxi Province agricultural production development and To Quantitative analysis of Shanxi province Agricultural Science and technology development present situation,this study found that:The Agricultural Research Fund,the Agricultural research funds per capita research Fund,the Agricultural R&D project,the Agriculture R&D fund.The agricultural R&D personnel did not form the long-term stable investment mechanism.There is insufficient research on the basic theory of agricultural science and technology innovation in shanxi.Agricultural science and technology has promoted the total output value and the added value of agricultural and forestry animal husbandry.2 The analysis of the efficiency of agricultural science and technology innovation in Shanxi Province shows that:from 2001 to 2015,the efficiency of agricultural science and technology innovation in Shanxi Province was hindered by management and technology.From 2013,the Agricultural Science and technology related investment in Shanxi province could be effectively transformed into agricultural science and technology innovation results.The whole agricultural science and technology innovation activity of Shanxi Province is influenced by the insufficiency of the innovation factor input,the result is not ideal.Shanxi Province science and technology promotion ability is weak,all levels of government should pay attention to agricultural science and technology innovation popularization related manpower and capital investment.3 Set up Shanxi agricultural production development,agricultural science and technology innovation actual situation and Shanxi Province Agricultural Science and technology innovation efficiency measurement result,in view of the fact that lack of investment of Shanxi Province Agricultural science and technology innovation,from the innovation research and development system,the innovation talented person training,the innovation fund investment and the innovation environment,this four factors,gathers the core of the high school low-level talents,the multiple stable long-term agricultural science and technology innovation funds investment,the safeguard measure and the incentive measure.Thereout,puting forward the policy suggestion to increase the investment factor of science and technology innovation,enhanceing the efficiency of agricultural science and technology innovation.
