The Research Of Science And Technology Innovation Efficiency Under The Perspective Of Hybrid R&D Input

To further speed up the construction of an innovative country in China, we should energetically promote the innovative construction of the enterprise in our country.Research and development center of the enterprise is the main place to carry out research activities, in which the government only plays the guiding roles. In recent years, the research about the effect on innovation funding policy has attracted the attention of more and more scholars both at home and abroad. This article embarks from the related theory about R&D input to discuss the enterprise technology center,which established in the internal enterprise. Based on the perspectives of governmental policy and enterprise R&D input, by making the overall framework to the questions this paper researched, we investigate the efficiency of government science and technology policy, the key factors of enterprises to the innovation. The main contents of this paper are as follows.Firstly, I have a research on the innovative output from three aspects. The three aspects include R&D government found, tax credit and government spending. These three politics give different effect to the enterprise's innovation activities. The paper gives an analysis of the causal relationship between the politics and the innovation activities. From the analysis of examples, we can see that the government found and tax credit have an positively influence to the innovation output, but the government procurement in the opposite way.Then, this paper discussed the four key innovation factors of enterprises. From the construction I found that the situation of industry market has more stimulate effect than the enterprise scale to the creative activities, so as the enterprise's investment found than investment on developers.Finally, I've got a training report from the statistical data of Tianjin. The government should increase the government found and tax credit and decrease the government procurement at the same time. Enterprises should make focus on the investment on R&D fund input, high level developers, their scale and market when doing creative activities.
