With the rapid development of knowledge economy, the competition between enterprises have gradually changed to talent competition. Innovative enterprise as the mainstream enterprise development mode in the21st century, talent is the fundamentals of the innovative enterprise existence, the key employees with innovative knowledge and ability become the focus of the race between innovation enterprise. How to manage the key employees and retain talents, which is the important problem of human resource management in innovative enterprises, and the performance evaluation of the key employees, which is the difficult problems of human resource management. An important reason that lead to a lot of the loss of the key employees in innovative enterprise,wihich is their performance has not been accurate assessed, then making them feel their value cannot be reflected and failed to meet their needs for self-actualization, therefore, how to objective and fair to appraise the key employees’ performance in innovative enterprise and effectively retain the key employees, whice has become the first consideration of innovative enterprise human resources. This article summed up the main problem of the key employees’performance assessmend in innovative enterprise, such as:assessment methods lack science, the subject of evaluation is single, the relevance of the assessment indicators is not strong and they often deviate from the business goals, the determination of index weight lack objectivity, and so on. According to the existence problems of the key employees’performance assessmend in innovative enterprise, this article will esearch the method to solve them.In this paper, the key employees of innovationm enterprise are defined as the three categories of the senior management personnel, research and development personnel and the marketing personnel.Using KPI technology and fishbone diagram method to analyze the key performance factors of the three kinds of core staff,then building the KPI index system of three kinds of core staff from three respects of job performance, ability to work and job attitude, The purpose is consistent with personal goals with corporate goals.This paper used analytic hierarchy process (AHP) which is the combination of the qualitative and quantitative to calculation index weight, make the determination of index weight more reasonable.This article in view of the different assessment object choice different assessment subjects, According to different levels of the interpretation of different assessment subjects about the different assessment object,the assessment subjects are given different assessment weight, the purpose is to solve the problem that the assessment subjects is single and the subjective is strong.This paper use the fuzzy mathematics knowledge of multilevel fuzzy method to solve fuzzy uncertain factors (index)in assessment, which can make the qualitative problems quantified and can effectively reduce the loss of information, finally calculated performance score of each employee based on principle, which is quantitative,objective and accessible. Therefore, According to the above problems of the key employees’performance assessment existence in innovative enterprise, the paper constructs the performance evaluation system of the key employees based on the multi-level fuzzy method,then with core staff (r&d) of A enterprise as an example for empirical research to an objective, it will gives an objective, reasonable and fair performance assessment to the key employees.Finally,it hope that this system can effectively solve the problems of the key employees’ performance assessment in innovative enterprise and later it hope it can provide reference to the key employees’performance assessment in innovative enterprise.
