The Effect Of Development-type Housing Plicy On Urban Innovation Capacity

The thesis reviews security housing policy.It creatively proposes development-type housing policy and then evaluates whether this policy improves urban innovation capacity.Most of present research considers that security housing policy aims to realize social equity and stability by solving housing problems for the medium-low income and immigrant employees.However,due to bad need for promoting development by innovation in this period,governmental orientation of security housing policy has started to change.On the basis of that,the thesis reviews present security housing policy system starting from talent housing.From three dimensions including security target,security method and governmental orientation,the thesis carries out content research and comparative analysis,on literature materials and collected housing policy.It then divides security housing policy into two classes:traditional security housing policy and development-type housing policy.According to three characters and the definition of security housing policy,the thesis defines development-type housing policy and its scope.Development-type housing policy refers to a policy that the government solves housing problems for those people who perform innovation activities and contribute to the society with their professional knowledge and specialized skills,in order to better promote economic development and improve technological innovation capacity.In related research,measuring the degree of policy is always a challenge.The thesis establishes the index of development-type housing policy through textual quantification,combined with the characteristics of government hierarchies and document types.It then examines the reasonability of the empirical model.The result shows that this method is appropriate.Considering that development-type housing policy aims to promote development,the thesis examines the effect of development-type housing policy on urban innovation capacity by the method of genetic matching DID to show whether development-type housing policy is consistent with the goal of the government,and examine whether the dynamic effect of development-type housing policy exists by the method of dynamic DID.Furthermore,the thesis clarifies three ways of development-type housing policy impacting urban innovation from labor type and enterprise type.Firstly,development-type housing policy straightly enhances knowledge innovation capacity by decreasing living cost,which increasing the level of human capital.Secondly,development-type housing policy decreases enterprise cost so as to increase the probability of enterprise's innovation activity.Thirdly,development-type housing policy affects the living cost of high-end labor and normal labor simultaneously,which changes regional labor structure and leads to the change of industrial structure and urban innovation.Finally,the thesis examines direct effect and structural effect.The thesis has three main findings.1)In general,development-type housing policy has remarkable positive effect on urban innovation capacity.2)From dynamic effect,development-type housing policy has a lasting effect in the five years after the policy put into practice,and urban innovation capacity has a faster progress than before.In addition,the gap between cities with the policy and those without the policy is gradually enlarged.3)Development-type housing policy has a remarkable direct effect and structural effect on urban innovation capacity.4)By region,development-type housing policy has a remarkable positive impact on urban innovation capacity in eastern,middle and western regions,the effect of east region is the most remarkable,and that of middle and west regions next.Interestingly it's not obvious and even negative for the northeast.The thesis reviews the structure of security housing policy system,and extend the theory of housing policy to some extent.At the same time,the thesis researches housing policy and urban innovation in a unified framework,analyzes specific impact mechanism,connects the two fields,and enriches the research of the two fields.
