Research On Optimization Of Innovation Ecosystem In Nanjing

Nanjing has actively explored and formed a certain innovation atmosphere and advantages for promoting regional innovation capability and enhancing the ability of independent innovation under the background of "Mass Entrepreneurship and Innovation",however,the regional innovation ecosystem with self-evolution ability has not yet been established.Nanjing is required by innovation-driven and transformation development to optimize the regional innovation ecosystem whiles the economic steps to the new normal condition.This paper studies how to optimize the innovative ecosystem of Nanjing based on the theory of innovative ecosystem and the actual situation of Nanjing.The first part of the text introduces the research foundation of regional innovation ecosystem,especially sorts out the related research status at home and abroad in detail,and makes any comment and analysis.It is found that it is still blank in the study of innovative ecosystem in Nanjing after the localization of Nanjing has been analyzed,so this topic is introduced.The second part mainly sort out and summarizes the basic theory of regional innovation ecosystem,defines the essence of innovation,the connotation of regional innovation ecosystem and the internal relationship between innovation and development.Five processes of innovation are deeply excavated from the ontology of innovation,then five elements of regional innovation ecosystem supporting innovation process are analyzed,namely industry positioning,innovation resources,network interaction,public service and power mechanism.The third part takes the whole urban innovation ecosystem as the framework for analysis,discuss how the government can play its role in optimizing the innovation ecosystem without causing the destruction of market mechanism,the deterioration of resources and environment and the damage of the government's rule of law through the analysis of five elements one by one.The fourth part sorts out the current industrial policies of Nanjing government based on the five elements for the analysis framework under idea condition,to analyze in-depth the current situation of innovative ecosystem construction in Nanjing.The fifth part puts forward the corresponding strategy for the specific problems of Nanjing and makes the institutional expression to ensure the operability and direct applicability of the countermeasures and suggestions.Specific strategies are as follows: defining innovation orientation,establishing innovation identification criteria,purposefully providing innovative resources and strengthening industrial ecosystem;smooth the internal and external interaction network,integrate the existing innovative resources,and improve the intellectual property management system.Establish a special government responsible department for innovation management,improve public awareness of innovation,and cultivate an innovative culture with entrepreneurship;to intervene in innovation step by step and maintain a fair and just market environment.
