Agricultural and sideline food processing industry is an important part of agricultural product processing industry, one of the core industries of China's national economy, and a foundation industry which promotes the development of agriculture and manufacture. There is a relationship of two-way mutual effect and promotion between the development degree of agricultural and sideline food processing industry and economic level. As a traditional agricultural province,Hubei Province is rich in subsidiary agricultural products such as cereal crops,oil-bearing crops and fresh water products. Its agricultural and sideline food processing industry has been in the forefront of the country for many years. However,in terms of horizontal comparison, there is still a certain gap compared with Shandong province,Guangdong province and other regions with higher development level of agricultural and sideline food processing industry.Which is reflected in low level of economic efficiency, lacking of market competitiveness of enterprises and low industrial centralization. Therefore, researching the development of the agricultural and sideline food processing industry, analyzing and summarizing the experience of its development and existing problems have an important guiding significance not only for Hubei, but also for the whole country.Which can impel the construction process of modern agriculture, accelerate the transfer of rural surplus labor force, promote economic development of rural areas.Based on the above goal, combining with the macro economy, social development and other index data, this paper takes the micro data of enterprise level in Chinese Industrial Enterprise Database to collect the data of 16 four-digit subdivision industries and 8806 companies in 94 counties(area, district)in Hubei province from 2003 to 2012,as well as explore the concentration level of each subdivision industry of agricultural and sideline food processing industry in Hubei province from the perspective of the spatial agglomeration and development performance of the enterprise. On this basis,it discusses the relationship between the concentration level and the industrial growth of the subdivision industry. In addition,it analyzes the geographic concentration of industries at time nodes, and then constructs models to discuss the relationship between localizationeconomy, urbanization economy and enterprise development performance. The specific content includes the following aspects:First of all,in respect of macro method, there is a descriptive statistics and comparative analysis in the overall development of the agricultural and sideline food processing industry in Hubei Province and China,as well as the subdivision industries. The results show that the proportion of added value of agricultural and sideline food processing industry in China increases gradually, which is larger than the other three industries under the category of food industry.Agricultural and sideline food processing industry in Hubei Province also maintain a stable development trend, but its profitability is to be enhanced. From the perspective of sub-industry,both in China and Hubei Province, the contribution rate of grain grinding industry is the highest, while some indicators like main business income of aquatic product processing industry is at the lowest level due to the small number of enterprises.Secondly, based on the traditional measurement methods of industrial spatial agglomeration, the spatial agglomeration degree of each four-digit segment industry of agricultural and sideline food processing industry in Hubei Province is measured by the number index of all employees. It mainly includes the spatial Gini coefficient,HHI index,EG index and other indicators of each subdivision industry. The results show that the degree of spatial agglomeration of agricultural and sideline food processing industry in Hubei Province tend to diverge, and the spatial agglomeration level of most industries is low.The relationship between the industrial centralization of subdivision industries and the industrial growth level is further analyzed, and it is found that the spatial agglomeration effect of half industries is obvious, among which the growth agglomeration elasticity of grain grinding industry is the strongest. Finally,to make up for the failure of traditional measurements inspecting the defect of spatial spillover effect between enterprises,we empirically examine the change of spatial distribution,multi-range scale agglomeration evolution, the relation between industrial agglomeration effect and firm development performance of Hubei Province's agricultural and sideline food industry by applying Kernel density estimation,Ripley's K function and Quantile regression. The results indicate that: the high-value core concentration area of agricultural and sideline food processing enterprises of HubeiProvince expande gradually and then stabilize;the concentration scale and degree increases at first and then decreases;localization economy have a significantly positive effect on the firm development performance and the more efficient the enterprises are,the more significant the effect of localization is,while urbanization economy is on the contrary. The result of the quantile regression model show that the influence of variables on enterprises with different performance is significantly different at different quantiles. On the basis of empirical analysis, the countermeasures and suggestions proposed in this paper are as follows: the spatial agglomeration pattern of agricultural and sideline food processing industry in Hubei Province tends to be stable, the competitiveness of high core agglomeration region should be further improved to promote the formation of distinctive industrial bases and professional zones.Due to the external economic impact, the agglomeration scale and intensity of agricultural and sideline food processing enterprises in Hubei Province have a downward trend. The government should provide technical and financial supports for enterprises, and strengthen the refined utilization of space and the degree of enterprises concentralization at the same time.Localization economy can significantly promote the improvement of enterprise development performance, the government can guide enterprises to develop professionally through relevant policies and improve the localization economic effect of enterprises,so as to improve the development performance of enterprises.Different supporting policies are adopted for enterprises with different performance levels. For enterprises with high performance, they are guided to stay in areas with higher economic development level,so as to better exert the urbanization economic effect. At the same time, channels and mechanisms of inter-enterprise cooperation should be established so that enterprises with different development performance can obtain more agglomeration externalities.
