Innovation Policy Evolution And Performance Evaluation In Zhejiang Information Economy

Since the concept of "innovation" has been put forward by Joseph Alois Schumpeter,more and more scholars have studied it.At the same time,it is becoming more and more important in the economic development of some countries.At the APEC meeting of 2014,general secretary Xi Jinping put forward the concept of the new normal,which shows that China's economic growth slowdown and industrial restructuring will also be a more difficult problem.We know that science and technology innovation is a powerful driving force for the development of a new round of economic development,facing of such a severe form,we must put scientific and technological innovation in the core position of the country's overall development.China has also introduced a large number of innovation policy,in order to guide enterprises and related units to carry out scientific and technological innovation activities,and promote economic development and industrial restructuring.At the same time,we must pay attention to the question,whether the innovation policy can really promote the innovation performance.If the policy is not effective,what should we do when formulating the policy?With the development of global information,the information economy has become a new growth point of economic development,and Zhejiang Province in the information economy as well as in the field of science and technology innovation in the forefront of our country.Therefore,this paper analyzes the evolution and performance evaluation of innovation policy in Zhejiang information economy,in order to provide reference for the relevant theory and practice.First of all,this paper constructs the theoretical framework of the full text with the evolutionary economic theory,and then combines the policy analysis and policy evaluation theory to construct the innovation policy evolution analysis framework and evaluation framework.Secondly,this paper analyzes the evolution characteristics of innovation policy in Zhejiang information economy during the period of 2001-2016.4,and draws the following conclusions:(1)Policy makers are still dominated by a single sector,but the size of the main body of the policy is gradually expanding,in general,the cooperation between the main body of policy still need to be further strengthened;(2)In terms of policy objectives,in addition to continue to strengthen the integration of the two and e-commerce policy objectives,but also should focus on information technology policy objectives;(3)The use of policy tools is not balanced,financial support for the use of policy instruments less?Thirdly,in this paper,the entropy method is used to evaluate the evolution effect of innovation policy in Zhejiang information economy.Combined with the evolution characteristics and evaluation results,we obtained the following conclusions:(1)The innovation policy of Zhejiang's information economy shows the characteristics of "stage" and "special".(2)In generally speaking,the actual implementation of innovation policy in Zhejiang information economy is on the rise.(3)In different stages,the goal of innovation policy in Zhejiang information economy has different influence on the specific evaluation index,and there are differences between the actual effect and the continuity.In view of these conclusions,paper puts forward suggestions and advice on the policy making,hoping to be helpful to the relevant departments.
