State-owned enterprises(soes)occupy an important position in China's market economy system,and at the same time control the lifeblood of national development.They need to undertake and fulfill their social responsibilities.At the current stage,most state-owned enterprises in China have attached great importance to the issue of social responsibility,not only to create operating profits,but also to include social performance indicators in the annual work targets and release social performance reports every year.However,in practice,some state-owned enterprises are deficient in social responsibility.In order to urge state-owned enterprises to fulfill their social responsibilities and make contributions to social development,it is necessary to evaluate the social performance of state-owned enterprises and determine their contribution to social responsibility.How to evaluate the social responsibility of state-owned enterprises and how to measure the creation of social performance should be supported by a complete evaluation model of enterprise social performance.Therefore,this paper focuses on the construction of the enterprise social performance evaluation system.First this article in view of the domestic and foreign research situation about the document of corporate social responsibility has made a review,defining the relevant concepts and theoretical basis,and based on the perspective of stakeholders,the application of analytic hierarchy process(AHP)and the questionnaire investigation method to carry out the research work,to establish the ZSH enterprises apply social performance evaluation system model,analyze the ZSH corporate social responsibility performance evaluation,on the basis of fully understand the ZSH corporate social responsibility performance of the present situation,the application system model and the empirical analysis,in order to validate this paper constructed the system model has certain feasibility and scientific nature,At the same time,it can also provide support for CSR performance evaluation.The research of this paper finds that one obvious weak link of ZSH enterprises at present is the ineffective performance of employee responsibility and shareholder responsibility,and government responsibility and social public responsibility are the links that ZSH enterprises need to strengthen.In order to effectively improve the performance of social responsibility,ZSH enterprises should actively change their own ideas,establish a clear concept of social responsibility,and be able to incorporate social responsibility factors into the strategic development goal system.Finally,some countermeasures are proposed to solve the problem of ZSH enterprises fulfilling corporate social responsibility.
