Resource-based cities, refers to the development of natural resources and the rise of theleading industries of the city and to the exploitation of resources. China’s resource-basedcities sprang up gradually grow with the industry, particularly the development of heavyindustry for economic and social development a major contribution.As a special sort of city,mining cities are important components of Chinese town system. Due to impact of resourceextraction and mining economy, the evolution of mining cities’ urban development andsocio-economic composition have some particularity, of which scale and speed of economicdevelopment are inseparable with the cities’ properties of mining. What’s more, urban landprice is one of the key indicators in reflecting the size and development of a city. Benchmarkland price is one of the statutory land prices in our government and the basis of our country’sland price assessment. As the guide in the country land price system, the benchmark landprice provides a positive promotion in the coordination of the national economy andsustainable development process.This paper taking the mining city of Yanzhou as an example collects the statistical dataof Yanzhou on the national economy, urban planning, real estate market and such information.By comparing the results of benchmark land prices of Yanzhou(1997,2002,2007,2010), andusing GIS software to analyze the historical evolution of land quality, spatial variations,revealing the temporal evolution of the land Yanzhou pattern; In the quality of the land,revealing Yanzhou temporal pattern and evolution of land law in the base of the history of thestandard land price changes and analysis of spatial variation; Finally, according to the formerresearch, comprehensively analyzing the driving force of socio-economic factors and policyfactors on the land price, and the promotion of benchmark land price on rational land using ofthe city.The results show that Yanzhou benchmark land price is rising as time goes on decreasesin space from the central city to the edge region. By analyzing factors affecting landcorrelation, the main driving forces are regional economic conditions, urbanization, landscarcity and so on. By all these factors, the reasonable land price can guide the optimalallocation of land resources, optimizing the layout of urban land, improving land use degree, helping alleviating the contradiction between supply and demand of our land to promote thehealthy development of the land market.
