With the popularization of telecommunication networks,e-commerce has gradually developed and deepened into various industries,and the in-depth integration of industries has helped rapid economic growth.In October 2020,the 5th collective meeting of members of the 19 th Political Bureau of the CPC Central Committee stressed that it is necessary to adhere to the focus on rural construction,make every effort to promote rural rejuvenation,take the road of socialist development with Chinese characteristics,deeply implement and accelerate rural reform,organically combine the achievements of poverty alleviation and prosperity with rural rejuvenation,and realize the beautiful vision of rural rejuvenation.This represents new opportunities and challenges for e-commerce in rural China.With the continuous advancement of modernization,rural e-commerce has become an important supporting force for China’s agricultural and rural economic development,and has brought a strong impetus to the urban and rural prosperity development strategy.To this end,various provinces and cities have successively formulated a series of preferential policies to promote the vigorous development of agricultural e-commerce and promote the process of modernization.In response to the state’s deployment of e-commerce development in rural areas,the relevant departments of the Tibetan government,taking into account Tibet’s special geographical location and unique geographical advantages,have successively issued strategies and a series of policy measures to promote the development of e-commerce in rural areas of Tibet,and have used a combination of policy tools in the policies to promote the development of rural e-commerce,actively promoting the rapid development of e-commerce,so that rural e-commerce has gradually become a channel to promote the development of circulation industry in agricultural and pastoral areas,open up the upward channel of agricultural and animal husbandry products,An important means to help farmers and herdsmen increase their income and become rich,it has become an important measure to help Tibet achieve targeted poverty alleviation,targeted poverty alleviation and supply-side structural reform.However,due to the duplication and lack of policy goals and tools,the development of rural e-commerce in Tibet has been hindered to a certain extent,and these contradictions and problems still exist.Therefore,in order to better develop rural e-commerce in Tibet,we must continue to re-understand and re-analyze the existing rural e-commerce support policy texts.This study took the support policies related to rural e-commerce issued by the relevant departments of the Tibetan government from 2011 to 2022 as the research object,and collected 85 policies according to certain screening principles Through the two-dimensional analysis framework of "policy tools and e-commerce ecological chain dimension",the text of rural e-commerce support policies in Tibet is measured and statistically analyzed,the characteristics of its policy tools are deeply explored,the policy synergy is analyzed,loopholes in policies are found,and effective suggestions for improvement are put forward.The use of policy tools in Tibet’s rural e-commerce policy is manifested in the dimension of policy tools,which is manifested as the excessive or insufficient use of different types of policy tools,especially environmental policy tools,and the study shows that the use characteristics of policy tools in Tibet’s rural e-commerce support policy are mainly reflected in: First,from the analysis of the type of policy issuance,the Tibetan government emphasizes planning and less on implementation of detailed rules.Second,in the dimension of policy measures,there are obvious overuse or insufficient use of different types of policy measures and tools for rural e-commerce support policies,especially environmental policy tools,which are mainly characterized by paying attention to target planning and standard system construction,while financial support and tax incentives are relatively small.Supply-oriented policy tools pay more attention to infrastructure construction and standard system construction,while technical support and capital investment are relatively small;The use of demand-based policy tools is seriously inadequate,and support for the flourishing of rural e-commerce is needed to achieve the sustainability of agricultural e-commerce.Third,in the dimension of rural ecosystems,the distribution of policy tools is also unreasonable,and the problems of heavy agricultural product producers and distributors and light agricultural product processors are becoming increasingly prominent.Therefore,based on data statistics and theoretical analysis,corresponding optimization suggestions are put forward: first,improve relevant supporting measures,second,optimize the structure of coordinated policy tools,third,strengthen the operability of policy tools,and fourth,policy tools should be reasonably matched in the rural e-commerce ecosystem to achieve sustainable development of agricultural economy.
