Research On The Transforming Ability Of Scientific And Technological Achievements In Three Northeast Provinces Of China

With the globalization of science and technology,people pay more and more attention to technological innovation,the transformation of scientific and technological achievements has received more attention.The difference in the ability to transform scientific and technological achievements has affected the degree of regional economic development and regional competition.Through the research on the transformation ability of scientific and technological achievements,we can find out the shortcomings of the region in the process of scientific and technological achievements transformation,and provide a basis for improving the efficiency of scientific and technological achievements transformation.This paper sorts out the relevant theories of the transformation of scientific and technological achievements,and clarifies the definition of the ability to transform scientific and technological achievements.Start with the various subjects involved in the process of scientific and technological achievements transformation,and draw a map of the transformation of scientific and technological achievements.The indicator system consists of five first-level indicators: the supply of scientific and technological achievements,the demand for scientific and technological achievements,the support capacity of science and technology services,the ability to support science and technology,the power of scientific and technological innovation.This paper selects the index data of four provinces in the Yangtze River Delta region and the three northeastern provinces from 2012 to 2016,and uses the entropy method to measure the weights of the two secondary indicators under the five primary indicators.Then,using the TOPSIS method to calculate the progress of each indicator,the evaluation and comparison of the progress values of the three northeastern provinces and the Yangtze River Delta region were carried out.In addition,this paper selects key secondary indicators,collects data for more than 10 years,and conducts internal comparative analysis of the three provinces in Northeast China,and obtains the following conclusions:At first,on the whole,the ability to transform scientific and technological achievements in the three northeastern provinces lags behind the Yangtze River Delta as a whole,and the gap is large.The scores in the Yangtze River Delta region are relatively high and the growth rate is relatively fast during 2012-2016,including the increase in Anhui Province.Obviously,the development level of the three northeastern provinces is low and the growth rate is slow,and the scores of individual years have declined.Second,in all aspects of the transformation of scientific and technological achievements,the scores of the three provinces in Northeast China are lower than those in the Yangtze River Delta region,and there is a large gap between the scores in the Yangtze River Delta region.In terms of sub-projects,the supply and demand capacity of scientific and technological achievements in the three northeastern provinces is generally low,and the growth in recent years is slow,while the supply and demand capacity of scientific and technological achievements in the Yangtze River Delta region has grown steadily during 2012-2016;in terms of technological service support capacity,except Jiangsu Province In addition to the Shanghai index,the gap between the other five provinces is small;the gap between the three provinces in Northeast China is the most obvious.Third,from the perspective of the three provinces in Northeast China,the scores of Liaoning Province are significantly higher than those of Jilin Province and Heilongjiang Province.The indicators of Jilin Province and Heilongjiang Province are relatively low,but in recent years,most indicators have improved significantly.The ability to transform scientific and technological achievements is gradually improving.In this regard,the three northeastern provinces need to take a multi-pronged approach in all aspects of the process of scientific and technological achievements transformation according to the characteristics of the region,and improve the overall ability to transform scientific and technological achievements.
