Study On Evaluation Of Sustainable Land Use In Harbin City

Land resources,as the material basis for human survival and development,are the source of all production and existence.They have the characteristics of heavy load,high intensity of utilization and complex land use structure.Land is not only the important material basis of urban development,but also the essential basic carrier of various economic activities in the city.Driven by economic interests,there are a lot of resource consumption,predatory resource development,excessive emissions of pollutants and so on,which directly affect the sustainable development of cities,and threaten the survival of mankind and the sustainable development of the environment.Therefore,the impact and role of land in sustainable development has been paid more and more attention by all countries in the world.So how to use land effectivel y and reasonably and realize the sustainable use of land has a positive impact on urban economy,society,politics and culture,so it is of great significance to carry out the evaluation of sustainable use of land.Based on the analysis of the general situation of the study area and the present situation of land use,this paper selected 22 indicators to construct the evaluation index system of sustainable land use in Harbin from three aspects: coordination of resources and environment,economic feasibility and social acceptability.Entropy method was used to determine the weight of each index,and multi-objective linear weighting function method was used to calculate the sustainable land use in Harbin.Using the horizontal value,the spatial and temporal cha racteristics of land use are analyzed.Based on the barrier degree formula,the obstacle factors of sustainable land use in the region are analyzed.The results show that:(1)The comprehensive score of sustainable land use in Harbin increased from 51.07 i n 2007 to 81.83 in 2016,an increase of 30.76,with a proportion of 60.23%.The comprehensive score of sustainable land use in Harbin showed a general upward trend.It decreased slightly in 2009,and then began to rise gradually until 81.83 in 2016.From the perspective of sustainable land use grade,Harbin City showed an upward trend.The level of sustainable land use has gone through two stages.There is a transition from the initial stage of sustainable land use to the initial stage of sustainable land use.The sustainable land use in Harbin from 2007 to 2014 is in the initial stage,and the sustainable land use in 2015 to 2016 is in the initial stage.This shows that the level of sustainable land use in Harbin is gradually rising.(2)In 2007,the central and northeastern plains were in the initial stage of sustainable land use,while the southern,northern and western regions were in the stage of unsustainable land use.In 2012,the central part of the city is in the preliminary sustainable utilization l evel;the northern part of the city is in the non-sustainable utilization stage;and other areas are in the initial stage of sustainable utilization.In 2016,the central part of the city is at the level of sustainable utilization;the northern part of the city is at the initial stage of sustainable utilization;and other areas are at the initial stage of sustainable utilization.(3)Regional fiscal revenue,per capita GDP,investment in fixed assets and total retail sales of social consumer goods per capita are major obstacles to sustainable land use in Harbin.With the passage of years,the main obstacles to sustainable land use in Harbin have changed significantly,and the degree of their impact is also different.(4)This paper also analyzed the evaluation results of sustainable land use in Harbin,and put forward countermeasures and suggestions for sustainable land use in Harbin: adjusting the relationship between three industries,optimizing industrial structure;coordinating the contradiction between human and land,vigorously carrying out propaganda and education;rationally adjusting land use structure,saving and intensive use of land resources;improving land system,strengthening legal supervision;and increasing investment in capital and technolog y.To improve the efficiency of land output.
