| With the rapid development of urbanization and industrialization,China’s demand for land resources,especially cultivated land resources,gradually increased.In 2008 China began to implement a number of major land consolidation projects around the country,and the major project in Yan’an and Gansu were located in the Loess Plateau region of China.The development of major projects will improve the local agricultural production conditions,to enhance the region’s agricultural development,accelerate the poverty alleviation and development in these areas.In this paper,a study on the construction mode and benefit evaluation of the major land consolidation project is carried out.According to the major project in Yan’an and Gansu,through the field investigation,the construction mode of the major projects in the hilly and gully region of the Loess Plateau was refined.We use the basic theoretical methods and technical analysis means to establish comprehensive benefit evaluation system concerning about the protection of food resources,Agricultural production,promoting the local economy,precision poverty alleviation,enhancing social impact and improving the ecological environment and other aspects.After that we use AHP to determine the different index weight system,and then fuzzy comprehensive evaluation(FCE)to evaluate the project benefit separately,and analyze the benefit evaluation,thus we establish the AHP-FCE quantitative evaluation model for the benefit of the major projects.The research of this paper has a certain theoretical value and practical significance for the evaluation of the benefit of major consolidation projects. |
