In 2013,Germany first proposed the concept of the fourth industrial revolution,namely industry 4.0.Under this strategic background,many countries have put forward a series of guiding plan.As Britain's industry 2050 strategy,China's strategy of "made in China 2025",its strategic center is to promote the development of manufacturing,which put forward the policy of key leading areas.according to the current situation.Due to the deepening of China and UK relations,the two countries have closer cooperation in manufacturing.As a developed country such as the United Kingdom that has experienced weak manufacturing and stagnating development,the strategy for developing a strong manufacturing country has been implemented in China that is experiencing low efficiency in the manufacturing industry,reduced advantages in the low-end and middle-end industries,and low-end competitive advantages in the high-end market.The way of government behavior is worth learning.This paper constructs a manufacturing development strategy implementation path model based on the influencing factors of strategy formulation and strategic implementation path selection,and initially analyzes the phased characteristics of the development of modern manufacturing in the UK,and analyzes the evolution of manufacturing strategy.The changes in the manufacturing industry can be divided into three phases,namely,changes in the industrial structure of the manufacturing industry in the 1980s;changes in the manufacturing technology in the financial crisis;and the subversion of the manufacturing industry in the 4.0 era.Correspondingly,the evolution of manufacturing strategy can be divided into three comprehensive leading strategies.Each strategy has distinctive features:the"de-industrialization"strategy calls for the shift of traditional manufacturing,the "reindustrialization" strategy promotes the revitalization of manufacturing,the"industrial 2050"strategy emphasizes the deep integration of the manufacturing value chain.This paper makes an in-depth analysis of the strategic reasons for the British manufacturing power strategy,and refine the main content of the strategy with reference to the specific government policy behavior;use the strategic system analysis framework to carry out a detailed analysis of the strategy around the British manufacturing at each stage.Meanwhile,compares and analyses the strategic behavior of the British manufacturing power strategy in different manufacturing stages.Using statistical data to analyze the actual results achieved after the implementation of the Government strategy,mainly from the aspects of output value,employment,production,technology,low carbonization.China has gone through a curve in the development road of manufacturing.The proposal of China's independent innovation strategy shows that the road deviation is returned to the right path,and"made in China 2025"is a powerful road to the manufacturing.However,compared with the developed countries such as the UK and other developed countries,China still needs to learn from the strategic experience of many leading countries.Therefore,this article puts forward the British experience for the promotion of "Made in China 2025" strategic enlightenment."Made in China 2025"can draw on the implementation path of manufacturing industry development strategy in the aspects of British birth manufacturing technology,low carbon green,consumer service and high skilled personnel training,and combine the competitive characteristics of China's manufacturing to take the new development road of manufacturing value creation.At the same time,China should guard against the old road to the"deindustrialization"strategy,and should be vigilant in the"comparative advantage"circle,and in the 4.0 era of industry,it will promote the transformation of China from the manufacturing power to the manufacturing power.
