With the vigorous development of China's economy,the demand for electricity is soaring,the demand for power market is large,and the construction of thermal power enterprises is increasing.However,as the haze becomes more and more serious,the problem of environmental pollution is highlighted,and it is not suitable for the adjustment of China's industrial structure and the demand of green development.As the backbone of power supply project,thermal power enterprises should strengthen their management and control during the construction period,so as to realize the goal of saving cost,improving efficiency and green development.This first need to establish a performance evaluation system of both economic benefit and social benefit of,always to evaluate themselves,and help to adjust strategy,to ensure the engineering quality and effectively completed.At present,the thermal power enterprise performance evaluation of construction projects in our country,the process of performance evaluation research less,therefore,to establish a set of suitable for thermal power enterprise performance evaluation system of infrastructure projects,is imperative.This paper takes BSC as the starting point to explore how to construct the performance evaluation system of the fire power enterprise infrastructure project which is applicable to the current environment.This paper firstly introduces the background,significance and main innovation points of the research by means of the combination of normative research and instance analysis.Secondly,this paper introduces the concept and theory of basic construction project,construction project performance evaluation and balanced scorecard,and reviews relevant literature.Thirdly,the paper analyzes the present situation of the performance evaluation of the foundation construction project of China's thermal power enterprises,points out its existing problems,and expounds the necessity of constructing this paper to discuss the evaluation system.Fourthly,set the evaluation index and use the analytic hierarchy process to determine the weight,and build the performance evaluation system of the foundation construction project based on BSC.Finally,the above evaluation system is applied to the H thermal power infrastructure project for comprehensive evaluation and analysis.The main contributions of this paper are as follows:1.It is found that there are problems in the performance evaluation of current thermal power infrastructure projects.Through practice,through the literature survey found existing disadvantages,the performance evaluation of thermal power infrastructure projects,for example,do not have a unified evaluation method,the indicators are not clear or only attaches great importance to the financial index,not adapt to the current green environmental protection requirements,evaluation system incomplete,etc.2.Constructed the performance evaluation index system of the basic construction project of thermal power enterprises based on BSC.According to the concept of green development,BSC principles and characteristics of thermal power enterprises,20[mistakes]were selected from four dimensions,such as early decision-making,project management,finance and project benefit.It is representative and contains the detail index of environmental protection low carbon,and constructs the performance evaluation index system of the thermal power enterprise infrastructure construction project.The analytic hierarchy process(ahp)is used to effectively integrate qualitative and quantitative indicators into scientific weight distribution and refine the original scoring criteria.3.Conduct performance evaluation on the H enterprise infrastructure project.After experts of grade 20 indexes and weights,it is concluded that H enterprise comprehensive performance evaluation of infrastructure projects,belongs to the good level,this paper is verified the validity of the constructed system and operability.
