Study On The Problem Of Rural Minimum Living Security Standard Of Changzhi City

The Party Central Committee has always attached great importance to the development of rural areas.Especially since the 18 th National Party Congress,it has launched a series of policies to promote the development of rural areas.In order to solve the existing poverty problem in China,we have put forward a policy of precise poverty alleviation.After six years of practice,more than 80 million poor people have been lifted out of poverty.For the poor who cannot get rid of poverty through poverty alleviation measures,they should carry out poverty alleviation and get rid of poverty.The minimum living guarantee should be effective in poverty alleviation,and the rational formulation of the minimum living standard is its core link.The standard of subsistence allowance is too high,it is easy to produce the phenomenon of “lazy man”,resulting in “poverty trap”,loss of fairness and efficiency;low standard of subsistence allowance will reduce the rescue effect of poor people;therefore,it is very important to study the subsistence allowance standard.significance.This paper takes the rural minimum living security standard of Changzhi City as the research object,and uses the literature research method to analyze the domestic and foreign research status of the minimum living security standard.By using the comparative analysis method to measure and compare the rural minimum living standard in Changzhi City;The statistical analysis method is used to analyze the factors affecting the low rural insurance standards of Changzhi City.The current situation of the rural minimum living security system in Changzhi City is as follows: the number of rural minimum living allowances and the subsistence allowance rate in Changzhi City has shown a downward trend;the financial expenditure of the subsistence allowance has increased year by year;the standard of per capita low living allowance has been significantly improved,and the subsistence allowance has promoted Changzhi City.Significant progress has been made in the rural anti-poverty cause.The main problem is: from the absolute value and relative value of the rural minimum living standard in Changzhi City,compared with the overall corresponding level of rural areas in Shanxi Province,the rural lowliving standard in Changzhi City is lower;the difference in the rural low living standard level in Changzhi City Large,urban and rural subsistence allowances are also relatively large,which will reduce the fairness of the subsistence allowance system;the basis for the adjustment of the subsistence allowances is unknown;the government's subsistence allowances are weak.The empirical part of this paper uses SPSS statistical software,using regression analysis and principal component analysis method to analyze the five index factors of the selected rural minimum living security standard in Changzhi City,and finds that among the five indicators,farmers can be Dominant income has the greatest impact on the minimum living standard,followed by rural residents' per capita living expenditure,public finance expenditure,and per capita GDP.The consumer price index is negatively correlated with the subsistence allowance standard.According to the problems and causes of the rural minimum living security standards found in the study,and referring to the results of empirical analysis,the countermeasures for improvement are proposed,including the implementation of the minimum living standard implementation rules,the improvement of the low-income fund raising management mechanism,and scientific and reasonable.Defining the rural minimum living standard,coordinating the urban and rural subsistence allowance system,strengthening the connection with the social assistance system and policies,and encouraging employment to increase the income of farmers through multiple channels,In order to better improve the rural minimum living security standards in Changzhi City,and to maximize the basic living needs of the rural poor.
