Rural land transfer is an effective way to solve the problem of rural land fragmentation and low efficiency of agricultural land use.It is significant to optimize the allocation of land resources,improve land use efficiency and increase farmers’ income.Many scholars have shown that backward social security system has become an important factor affecting the behavior of agricultural land transfer.The social security function of the land is far greater than its production function.If there is a mechanism that can replace the land security function,the farmers’ dependence on the land will be greatly weakened and the land transfer will be promoted more smoothly.Since 2009,China has started the "new rural social endowment insurance" pilot work in the country.By the end of 2012,it has basically achieved full coverage.So,can this rural social endowment insurance policy replace the land security,and better promote the rural land transfer?What are the differences of the effects of new rural social endowment insurance and different participating features on rural land transfer-out and land transfer-in for family aged under 60(no no elderly family)and family aged above 60(elderly family)?This is the content of this article.At present,the relevant literature on the impact of the new rural social endowment insurance on rural land transfer is mainly used in regional research data,focusing on the willingness to study the land transfer of farmers,only to examine the influence of "whether participate in new rural insurance".The influence of the new rural insurance on land transfer has not yet reached a unified conclusion.Based on this,this article studied the following:(1)The first part analyzed the theoretical basis and internal mechanism of the influence of new rural social endowment insurance on rural land transfer,and found out the differences between participating features on rural land transfer-out and land transfer-in for family aged under 60 and family aged above 60 by analysis of the action path.(2)The second part combed the development of rural social endowment insurance and land transfer policy.And according to the relevant statistical yearbook and the development of statistical bulletin data,this part described the recent development of new rural social endowment insurance and rural land transfer in China.(3)Based on the analysis of the theoretical analysis and the present situation,the third part used the regression discontinuity to identify the impact of new rural social indowment insurance on rural land transfer under different bandwidth.(4)The forth part empirically analyzed the different effects of new rural social endowment insurance and different participating features on rural land transfer-out and land transfer-in for family aged under 60 and family aged above 60.Through the research in this thesis,following conclusions can be draw:(1)The results of the regression discontinuity shows that the income of the farmers’pension has a certain influence on land transfer-out and land transfer-in.Pension income of new rural social endowment insurance significantly contributes to the land transfer-out at a smaller age bandwidth,and reduces the land transfer-in-probability in the larger age bandwidth.(2)In the elderly family,the participation of new rural social endowment insurance significantly promotes the farmers’ land transfer-out,increasing the land transfer-out area.The relevent participating variables also play a positive role in promoting the transfer-out of agricultural land,the more the number of participating people,the stronger the role of the promotion of land transfer-out.Higher payment and stronger sense of continuous insured can enhance the confidence of rural residents.Farmers are more willing to transfer out land and it can promote the formation of land supply.(3)In the elderly family,new rural social endowment insuranc also has a positive effect on the land transfer-in,and the families participating in the new rural social endowment insurance will transfer in more land than others.Among the other characteristic variables,the higher the number of family insured,the greater the new rural social endowment insurance to promote the land transfer-in.Farmers with strong sense of continuous insured are more willing to transfer in land.(4)In family without elderly,the acquisition of pension significantly reduces the land transfer-out.Other pension-related variables,only the number of pension-receiving variables is significant,and when more members of the family receive pension benefits,they will reduce the supply of non-farm laborers in the family.People who originally transferred land out for non-farm work will recover part of land for own farming.The probability of land transfer-out has declined.(5)In family without elderly,pension income and its related variables have no significant effect on the land transfer-in.The impact of the new rural social endowment insurance on the land transfer-in in the elderly is still to be further studied.Finally,the policy implications are as follows:raising the payment level of new rural social endowment insurance,strengthening the subsidy of policy,and speeding up the construction of land circulation information platform.Through the continuous improvement of the new rural social endowment insurance system design,the implications aim to better play the role of new rural social endowment insurance to promote the land transfer.
