At present,China is moving towards a new stage of high-quality innovation and development.High-tech industry is an effective tool to promote regional innovation and development.China’s high-tech industry started late but developed rapidly.In 2020,the national high-tech industry increased by 14.7% year-on-year,of which the added value of high-tech manufacturing industry increased by 7.1% over the previous year,4.3 percentage points faster than the added value of all industries above designated size.High-tech industry has become an important engine of China’s economic growth.However,compared with developed countries,it still has many problems: low industrial added value rate,poor industrial development policy environment,poor innovation ability and so on.There are many reasons for the problems,such as weak industrial development foundation,low tendency of independent innovation,insufficient support of resource elements,etc.However,the author believes that the key lies in the input-output of innovation resources in high-tech industries and the quality of cluster innovation activities,which have not been clearly clarified,and the important factors restricting the improvement of innovation efficiency need to be identified.With the rapid development of high-tech industry,regional high-tech industry has gradually formed agglomeration effect.The geographical concentration of resources,production factors and market subjects has formed high-tech industrial clusters.The utilization efficiency of cluster innovation resources has a great impact on the innovation ability,industrial development potential and power of high-tech industry.The Yangtze River economic belt is not only a major strategic development area in China,but also a dynamic high-tech corridor in China.Therefore,studying its innovation efficiency of high-tech industrial clusters is very important to enhance the comprehensive innovation strength and improve the development level of high-tech industrial clusters.Therefore,this paper selects the innovation efficiency of high-tech industrial clusters as the entry point to study the development of high-tech industries,and takes the Yangtze River economic belt as the research object.It is intended to calculate the efficiency status of the innovation and development of regional high-tech industrial clusters by analyzing the historical data of high-tech industrial clusters in typical areas,and screen the factors affecting efficiency,Put forward countermeasures and suggestions for the government to improve the utilization level of innovative resources in high-tech industrial clusters.This paper is divided into six chapters: the first chapter is the introduction.The second chapter defines and analyzes the main concepts and introduces some theories.The third chapter calculates the development level of high-tech industrial clusters in three regions,11 provinces and cities and other provinces and cities in China from 2010 to 2019.The fourth chapter uses bcc-dea method to scientifically calculate and compare the innovation comprehensive efficiency,pure technical efficiency and scale efficiency of its high-tech industrial clusters from 2010 to 2019.The fifth chapter analyzes the factors affecting the innovation efficiency of high-tech industrial clusters.The internal factors include enterprise independent innovation tendency and enterprise scale,and the external factors include government and openness.The panel Tobit model is used to calculate the size and direction of each influencing factor.The sixth chapter summarizes the full text and puts forward some suggestions.
