Since the reform and opening up,China's urban housing policy has gradually changed from a welfare housing security system to a market-oriented system.Its fundamental purpose is to continuously improve the housing conditions of residents,guide their consumption correctly,gradually promote the commercialization of housing,and vigorously develop the housing market.In 1998,China's housing physical distribution terminated,and the market became the main source of housing for urban residents.The housing market has developed rapidly,and the housing conditions of residents have been significantly improved.However,in recent years,the housing market has failed.On the one hand,housing prices have risen too fast and too fast in some major cities,leading to the emergence of affordable housing problems.Buying houses has become a luxury for many people,especially for middle and low income families.In the face of high house prices,they can only look at it.On the other hand,some areas pay too much attention to the driving effect of the housing market development to the local economy,not pay enough attention to the implementation of housing security policy,the slow progress of housing security work,the implementation of the guarantee target is not in place.In order to correct housing market failure,regulate housing market,reduce house prices and solve the housing problem of middle and low income families,it is urgent for the government to improve and perfect the urban housing security system,realize the fair distribution of housing resources,and promote the sustainable and healthy development of the housing market.Due to various factors,there is a lack of function in the housing security system in China,which can not effectively correct the failure of the economic and social aspects of the housing market.' In the final analysis,the main reasons are as follows:the legal system of housing security needs to be improved,the financial investment is insufficient and the housing is inadequate.The market demand and supply structure is unbalanced,the institutional factors of land monopoly,the housing provident fund management system need to be improved,and the construction and management of affordable housing need to be strengthened.From the practice of urban housing security system reform in Britain,the United States and Singapore,the developed countries focus on strengthening the legal system of housing security,the government's indirect intervention in the housing market to regulate and control supply and demand,the establishment of policy housing financial institutions and the continuous improvement of the housing security system,which is conducive to the healthy and sustained development of the housing market.The proper solution to the housing problem is worthy of learning and learning from our country.In view of the shortage of urban housing security system in China,and drawing on the successful experience of foreign countries,it is necessary to improve the basic goal of housing security system for urban residents,to further strengthen the legal construction of housing security,to improve the financial and tax policies of the housing security system,to perfect the housing market supply system and to reform the land supply.At the same time,we should improve the policy of housing finance and strengthen the construction and management of the affordable housing,and establish the housing security system in cities and towns that adapt to the socialist market economic system and the basic conditions of the town.
