Study On The Efficiency Of Different Grain Producers In Heilongjiang Province

The issue of “agriculture,countryside and farmers”has been the focus of attention in the No.1 document of the Central Committee for many years.In 2016,the No.1 document of the Central Committee proposed to promote the structural reform of the agricultural supply side,and the mode of agricultural development needs to continue to be strengthened and transformed.We should adhere to the principle of family management of farmers,play a leading role in moderate-scale management of various forms of agriculture,and actively cultivate family farms,large professional households,farmers' cooperatives and leading enterprises in agricultural industrialization.The No.1 document of the Central Committee in 2019 still emphasizes that we should do a good job in the work of “agriculture,countryside and farmers”,give priority to the development of agricultural countryside and comprehensively promote rural revitalization.Heilongjiang Province is a major agricultural province.According to the second survey,the grain production capacity of Heilongjiang Province is 50 million tons per year,and more than 2million tons of commodity grain are provided to the country year round.This paper chooses grain crops in Heilongjiang Province as the research object,and discusses the main efficiency and influencing factors of different grain producers in Heilongjiang Province.It has guiding significance for improving intensive grain production,optimizing the allocation of production factors and effectively promoting grain production.Therefore,we select maize,soybean and rice,which are the three main grain crops in Heilongjiang Province,and four main grain producers,ordinary farmers,large grain farmers,family farms and food production cooperatives,as the object of discussion and analysis.The DEA model was used to calculate and analyze the comprehensive efficiency,pure technical efficiency and scale efficiency of 129 corn grain producers,95 soybean grain producers and 181 rice grain producers.The results show that the production efficiency of grain production cooperatives and family farms with organization and scale is higher;the scale efficiency of ordinary peasant households is lower,but the pure technical efficiency is higher,and the development of ordinary peasant households can not be neglected;the large grain-growing households have scale advantage,upgrading to more organized and scale family farms and cooperatives and other economies of scale.The excessive stage of battalion organization.At the same time,the Tobit regression model was constructed,and12 indicators of influencing factors were selected to empirically analyze the influencing factors of the efficiency of different grain producers in Heilongjiang Province.Based on the analysis of the above results,the corresponding countermeasures and suggestions are put forward from two aspects: on the one hand,to give full play to the production advantages of different grain producers and overcome their shortcomings;on the other hand,to ensure the efficient development of different grain producers from three perspectives.And increase government support,so that different grain producers can better play their own advantages,thereby improving grain production efficiency.
