The Research On Efficiency Of Grain Production In Jilin Province

Grain security has always been a vital issue in our economic life. It contains three aspects: grain production, grain distribution and grain consumption. Grain production is the primary issue which cannot be separated from factors input and set of the grain production. How to make the allocation of production factors is more appropriate. It has great significance to increase grain production efficiency and the amount of grain radically, to reduce the factors of production inputs, production costs, and to solve the problem of grain security in Jilin province.This paper analyzed the socio-economic environment situation of urbanization, agricultural insurance, and farmers’ cooperatives in Jilin province. The stages of grain yield were divided. The present situation of grain production factors in Jilin province were made a qualitative analysis from grain production factors such as grain area, grain labor etc.DEA model was applied to longitudinally analyze the sequential data of grain production efficiency in Jilin province from 1998 to 2014. And then it was applied to comparatively analyze the panel data of grain production efficiency in Jilin province from 2009 to 2014. Finally, based on grain production-scale farmers’ input and output data in Jilin province of the micro level, efficiency was calculated with DEA. It turned out that grain production efficiency was fluctuating from 1998 to 2014. Besides, technical efficiency was low and TFP contributed with technological progress mostly in Jilin province from 2009 to 2014. The scale of 5-10 hectares was the most suitable for farmers’ grain production in Jilin province.Tobit model was used to analyze the related influencing factors of the macro level and micro level production efficiency in Jilin province. The results reveal that the situation of agricultural development, equipment of agricultural technology and the scale of grain production have significantly positive effect on grain production efficiency at the macro level. The situation of agricultural insurance, years of farmers’ education, fiscal support and agriculture E-commerce have positive effect on grain production efficiency at the micro level.Based on the above analysis, the paper puts forward the following suggestions: Jilin province should be reasonable allocation of inputs, select the appropriate size of grain production, and improve grain production efficiency; the scale of agricultural insurance should be expanded to improve willingness of farmers to grow grain; the manners of agricultural technology should be exchanged to improve the situation of farmers’ education; the agricultural inputs of government should be expanded to improve conditions for agricultural; agriculture E-commerce should be spread to increase farmers’ income.
