A Study Of Precise Poverty Relief In Hui'an County Of Quanzhou City

It is the decisive stage of the decisive battle against precise poverty alleviation,which is one of the fundamental changes of the China for thousands of years,during the 13th five-year plan.Nevertheless,precise poverty alleviation is a long-standing and difficult problem that will not be easy to solve by 2020,especially to consolidate poverty alleviation.In this thesis,combining theoretical study and practical analysis,we apply literature study,investigation,interview and comparative research methods to systematically investigate the implementation of precise poverty alleviation in Hui'an County of Quanzhou City,and to clear the origin and concept of precise poverty alleviation.We find several problems in the implementation including the insufficient participation of poverty,the lack of industrial production in featured items,the unenough linkage supporting from government and social organizations,the insignificant impact of poverty alleviation of those responsible and so on.The four major reasons,i.e.the lack of impetus in some of the poverty,the unprecise organization in the industries of the supporting project,the lack of overall coordination,the insufficient number of responsible people,that cause the problems in precise poverty alleviation are further dissected.We draw lessons from the past and give suggestions in supporting the repoverty prevention belief by unique charm of Hui'an culture,building a modern industrial system to practice in consolidating poverty alleviation and repoverty prevention,improving the environment of consolidating poverty alleviation and repoverty prevention by rural revitalization strategy,guaranteeing the repoverty prevention by improving the livelihood of people and lay the foundation of consolidating poverty alleviation and repoverty prevention by improving the efficiency of poverty alleviation.These suggestions would make improvement in practicing precise poverty alleviation and avoiding repoverty,would provide beneficial exploration for the implementation of precise poverty alleviation in Hui'an county,would offer useful inspiration for the poverty alleviation in more developed areas,would provide reference for the other regions to win the fight against poverty,and would promote the innovation and development of the idea of precise poverty alleviation in practice.
