Employee Assistance Program has a strong practical value.Because it originated from Western countries,it has typical characteristics of Western countries.After the introduction of Chinese State-owned Enterprises,we must think about and explore the implementation strategies,reform and transform the system and mechanisms so that they conform to the fundamental attributes of socialist enterprises with Chinese characteristics,clarify their relationship with the ideological and political work of Chinese State-owned Enterprises.Compatible with Chinese traditional culture and State-owned Enterprise culture,clear the most driving force of the implementation of the subject and so on.The above strategic issues are the fundamental and directional problems of Chinese State-owned Enterprises in implementing Employee Assistance Program.The main body of this paper consists of four parts.The first part is the introduction.With regard to the background and significance of the study,it is mainly through the study of the origin and evolution of the Employee Assistance Program in the West,analyzing that it is a systematic and long-term assistance and benefits provided by employers to employees,and it is to improve employer-employee relations.The westernizing connotation of the tools to improve the performance of enterprises is determined by the essential characteristics of industrial capitalism;By studying the introduction and development of the Employee Assistance Program in China,this paper analyzes that it is not only an aid and welfare,but also an important means of promoting the all-round development of laborers,which is determined by the political attributes of Chinese State-owned Enterprises.Comparing the connotation of China and the West,from the basic requirements of the party,the basic duties of trade unions and the practical needs of high-quality development of Chinese State-owned Enterprises,the research basis is explored and the research significance is clearly defined.About the research situation at home and abroad,the main theoretical points of view are studied and some representative points of view are summarized.Regarding research ideas and research methods,we will focus on clarifying the ideas and strategies for Chinese State-owned Enterprises to implementEmployee Assistance Program,the layout and measures,and the synchronization and coordination of trade union-led and professional services.We will affirm major achievements,identify insufficient problems,and propose countermeasures.Finally achieving the purpose of the study.With regard to innovation and inadequacy,the main innovation points are reflected in five aspects: research perspective,theoretical application,research results,problem induction,and countermeasures.The second part is mainly about the significance of employee assistance program in China's state-owned enterprises for building harmonious and stable labor relations.It is pointed out that the employee assistance program regulates the employee's psychology and mood.The main beneficiary is the worker first,and the essence is to regulate the labor relations.This paper expounds the significance of three aspects in detail: on promoting the formation of a stable community between employees and enterprises,it expounds the significance from three aspects: adjusting labor relations through implementing employee assistance program to overcome its complexity and volatility,ensuring the ownership status of employees in state-owned enterprises in China,and highlighting the trade unions in the process of building harmonious and stable labor relations.With regard to the protection of workers' higher-level labor rights and interests,this paper expounds the significance from three aspects: spiritual and cultural rights and interests are workers' higher-level rights and interests,safeguarding workers' spiritual and cultural rights and interests is an important prerequisite for building harmonious and stable labor relations,and implementing employee assistance program is an effective means to safeguard workers' spiritual and cultural rights and interests.With regard to the co-development of the rigidity of laws and regulations and the flexibility of putting people first,this paper expounds the significance from two aspects: legislation and law enforcement are still the dominant force in building harmonious and stable labor relations,and humanistic care and rigid measures with strong complementarity..The third part is the research on the basic method of implementing employee assistance program in Chinese State-owned Enterprisess.The trade union practice of China Petroleum Jilin Petrochemical Company as an example,The basic methods of strengthening the leadership of the party to ensure the correct political direction,the correct handling of the relationship with ideological and political work,the establishment of the dominant position of trade unions,the choice of modes of Employee Assistance Programs,and the construction of mechanisms are explored.With regard to strengthening the Party's leadership to ensure the correct political direction,the paper summarizes the methods of top-level design based on building harmonious and stable labor relations,including the elimination of one-sided neutrality by means of political safeguards and the consolidation of the Party's governing foundation.In socialist enterprises,neutrality has always been relative and conditional,and the neutrality of any one-sided unorganized and unprincipled enterprise is contrary to the Party's claim and the mission of the socialist enterprise.It should be emphasized that under the leadership of the Party,the neutrality of serving the cause of the Party,the high-quality development of enterprises,and the comprehensive development of employees,there can be no so-called "independence." Regarding the relationship between the correct handling and ideological and political work,this paper summarizes the methods of using the Employee Assistance Program as a useful supplement to the ideological and political work,promoting the integration of the Employee Assistance Program and the ideological and political work,and promoting the ideological and political work practice innovation with the Employee Assistance Program.Regarding the establishment of the dominant position of trade unions,the paper summarizes the methods of adhering to the "worker-centered" orientation to establish the dominant position of trade unions,the comparative advantage of the trade-union-led Employee Assistance Program,and the method of solidifying the dominant position of trade unions through statutory procedures.With regard to the mode selection and mechanism construction of Employee Assistance Program,this paper summarizes the application mode selection method and the scientific operation mechanism,the prevention and intervention mechanism of psychological crisis,and the construction method of grassroots landing mechanism.The practice of Jihua trade union is typical.This paper takes this as an example to explore the basic strategy of Chinese State-owned Enterprisess to implement Employee Assistance Program,and tries to make Jihua plan add color to the Chinese scheme.The fourth part is mainly about the achievements,problems and suggestions of the Employee Assistance Program.With regard to achievements,in the light of the situation of the National workforce in various sectors and the situation of the enhanced workforce,This paper summarizes the three main achievements of providing new methods for the construction of political ideology of industrial workers,adding new impetus to the construction of harmonious and stable labor relations,and constructing new barriers for promoting the high-quality development of State-owned Enterprises.On the question,this paper summarizes the political attributes of the process of sinicization of imported goods,the interrelations between political work and ideological work,the tendency of value neutrality,and the status of trade union as the main body of implementation.With regard to countermeasures and suggestions,further adhering to the orientation of the problem,we put forward three points of view: strengthening the political direction of the Party's assistance plan for employees,building a system of integration of ideological and political work,and incorporating the overall layout of harmonious and stable labor relations,especially following the basic principles of Marxism.It states that the proletariat can not win by its spontaneous struggle,and that only under the leadership of the Party can it prevent and solve the problems and deviations that may arise during the implementation of the Employee Assistance Program.We should further promote the reform of industrial workers in China at the spiritual level.The final conclusion of this paper is that the implementation of the Employee Assistance Program requires not only the vision and mind of learning from the experience of Western companies,but also the discernment and wisdom of "using doctrine" to extract its essence and discard its dross.To study the Employee Assistance Program for Chinese State-owned Enterprise in the light of the Sinicization of Marxism,we must avoid the tendency towards Western assimilation and should also avoid rejecting the tendency towards alienation.We must establish a scientific way of thinking and practice: we must adhere to the leadership of the Party and the leadership of the trade unions.We will make full use of the health convalescent resources of State-owned Enterprise and cooperate with third-party professional organizations to properly handle the relationship with ideological and political work and serve the all-round development of employees.It can match the situation of the party,traditional culture,social atmosphere,enterprise management and other important factors to ensure that the implementation model of the Employee Assistance Program can be used for reference,the system and mechanism can be accepted,and the final effect can be measured.
