The development of quality is the way of rejuvenating the country and the policy of strengthening the country.The level of a country's quality can directly reflect the level of a country's comprehensive strength.Since China's reform and opening up,China's economic level continues to improve,people's lives have become increasingly rich,and companies with strong competitiveness in the world have also increased.The state's protection of intellectual property rights and the extent of encouraging innovation have also increased,making our country's The quality level of high-tech enterprises has been greatly improved.However,it is still necessary to note that the overall quality level of China's high-tech product exports still has a certain gap compared with developed countries.Therefore,how to narrow this gap and catch up with the world's current leading level has become a scholar.The focus of attention.This paper first introduces the current level of intellectual property protection in China and the international trade environment,and clarifies the significance of studying how intellectual property protection affects the export quality of high-tech products.After combing the literature on the integration of intellectual property rights and the export quality of high-tech products,this paper has elaborated on this.The main starting points are as follows: one is to study the protection status of intellectual property rights;the other is to measure the quality of high-tech export products.The third is to measure the degree of protection of intellectual property rights.Based on previous studies,this paper analyses the situation of intellectual property protection and export quality of high-tech products in China,and draws a conclusion that intellectual property protection in China is getting stricter and stricter,but nowadays the situation of intellectual property protection in manufacturing industry in China is not optimistic.The export quality of China's high-tech products is at the middle and lower reaches of the developed economies,especially behind the United States,Japan and Germany.This paper combines the research of scholars in the past to explore the theoretical mechanism of intellectual property protection affecting the export quality of high-tech products.First,strengthening the degree of intellectual property protection will improve the independent innovation ability of Chinese enterprises and encourage enterprises to invest more funds for scientific research and technology applications,so that enterprises can put more high-tech products into the domestic market and international market,and improve their core competitiveness.Moreover,after the intellectual property rights are protected,the scope of influence will be directly extended to the whole world,and other countries can actively and confidently invest more funds and energy in scientific research,thereby promoting the improvement of science and technology in the world.In fact,intellectual property protection is the protection of developers,and the technology of protecting patent owners is not imitated and copied by others,so it will inhibit the improvement of the quality of high-tech products in a country.Second,intellectual property protection will affect the quality of high-tech products exports by affecting the degree of international cooperation of a country.This is because if a country strengthens the protection of intellectual property rights,other countries will increase international cooperation with the country,increase technology licensing or FDI,etc.,resulting in more technological spillovers.These technological spillovers are beneficial to the country's high technology.The development of the industry,but the same,strengthening intellectual property protection will limit the absorption of technology spillovers by some enterprises,and will also crack down on some industries in the country,which will limit the improvement of the export quality of high-tech products.Therefore,how the degree of intellectual property protection affects the export quality of high-tech products cannot be clearly inferred from the theory.Third,intellectual property protection will reduce trade friction with other developed countries and reduce technical barriers to trade,thus contributing to the quality of high-tech products exports.In terms of empirical research,this paper establishes the balance panel data of 18 high-tech industries from 1995 to 2016 and 22 years,and studies the impact of intellectual property protection on export quality.The quality index of export products of various industries is used as the dependent variable,and the intellectual property index is used as the index.The independent variables control a series of related macroeconomic variables,and use the Stata software to estimate the panel fixed effects.The results are as follows:(1)The protection of intellectual property rights has a positive correlation with the quality of China's high-tech products exports.The protection of intellectual property rights can significantly promote the improvement of the export quality of high-tech products;(2)the implementation of different levels of intellectual property protection for different industries will have a different impact on the quality of high-tech products exports,for computer and office equipment manufacturing and medical equipment And the instrumentation manufacturing industry has the greatest impact,with little impact on pharmaceutical manufacturing and information chemicals manufacturing exports.Finally,according to the results of theoretical analysis and empirical model put forward relevant proposals from the government and enterprise levels.For the government: First,we must strengthen the judicial mechanism of intellectual property rights;second,formulate the optimal regional property rights policy;third,create the technological spillover effect of independent innovation.For enterprises: First,strengthen the awareness of corporate property rights protection;second,build an enterprise innovation research and development system.
